The Consolidated Plan is a five-year planning document that identifies the City’s and County’s housing, public service and community development needs and describes a long-term strategy to meet those needs. The current Consolidated Plan cycle was previously 2013-2017, but was extended to 2019 to align with local jurisdictions in order to conduct a regional Assessment of Fair Housing.
Annual Action Plans
The annual Action Plan identifies various programs and projects to be undertaken in support of the Consolidated Plan with CDBG, ESG, HOME and HOPWA funds. These projects and programs may be included under the categories of infrastructure and public facility improvements, affordable housing, homeless, fair housing, or public services.
Consolidated Annual Performance and Evaluation Report (CAPER). In the Consolidated Annual Performance and Evaluation Report (CAPER), grantees report annually on accomplishments and progress toward Consolidated Plan goals in the prior year.
Citizen Participation Plans of the City and County of Sacramento identifies strategies to obtain participation from those persons directly affected by the Consolidated Plan and One-Year Action Plans, to provide accurate information and timely notification of activities, to provide education and assistance to citizens to access the programs, to involve citizens during all stages of the process, and to respond to specific complaints and needs of citizens.
Citizen Participation Plan for Sacramento City and County
NSP Quarterly Performance Reports (QPRs) are submitted to HUD quarterly and provide progress updates on the Neighborhood Stabilization Program (NSP). The NSP program was created in 2008 in response to the 2017 Recession and Housing Crisis. SHRA administers NSP funds on behalf of the City and County of Sacramento. SHRA was awarded NSP1 funds in 2008 and NSP3 funds in 2010. Below are QPRs dating back to 2017.
