Affordable Housing Policies

Housing Trust Fund (HTF) Ordinance
The City of Sacramento established the Housing Trust Fund in 1989 to support the development of affordable housing. The City’s HTF Program, administered by SHRA, charges a fee on commercial development projects the revenue from which is placed into the City’s Housing Trust Fund. The Multifamily Lending and Revenue Bond Policies mentioned above provide information regarding expenditure of the funds generated by the HTF Ordinance.

Mixed Income Housing Ordinance
In 2015, the Sacramento City Council updated the Mixed Income Housing Ordinance (MIHO)to support the development of affordable housing. The Ordinance requires an affordable housing impact fee for all new housing units and for large subdivisions to provide housing for a variety of incomes and family types. Residential developments larger than 100 gross acres in size are required to develop a housing strategy. SHRA staff administers the requirements of the ordinance, and developers with projects of over 100 acres in size are encouraged to contact staff early in the planning process to review the requirements. The Multifamily Lending and Revenue Bond Policies mentioned above provide information regarding expenditure of the funds generated by the MIHO.

Affordable Housing Preservation
The City requires owners of regulated rental housing to follow specific procedures in advance of the termination affordability periods. The intent of the ordinance is to protect the availability of publicly-assisted affordable housing.

Residential Hotel/Single Room Occupancy (SRO) Ordinance
In 2016, the Sacramento City Council approved an amendment to Chapter 18.20 of the Sacramento City Code, relating to Residential Hotel Unit Withdrawal, Conversion and Demolition. SHRA is required to monitor the status of specific SRO developments and to provide an annual report to the Sacramento Housing and Redevelopment Commission and City Council on the number of residential hotel units withdrawn, new units expected based on approved replacement housing plans, and units constructed in anticipation of conversions or withdrawals.

Affordable Housing Ordinance
In 2014, the County Board of Supervisors updated Chapter 22.35 of the Sacramento County Code relating to the Affordable Housing Ordinance (AHO) which creates a standard affordable housing fee applicable to all developers (with limited exceptions) and provides a variety of other options an applicant/developer may choose to satisfy a project’s affordable housing obligations. If a developer enters into a development agreement, a project’s application for entitlements includes preparation of an Affordable Housing Strategy detailing how the affordable obligation will be met. Developers entering into development agreements with the County of Sacramento are encouraged to contact SHRA staff early in the planning process to review the requirements.
