Emergency Bridge Housing – For Transitional Age Youth
Emergency Bridge Housing at the Grove opened Phase I on June 10, 2020, with 24 single-occupancy sleeping cabins for homeless youth aged 18-24. In June 2022, the site was expanded to include Phase II, providing an additional 26 single-occupancy cabins, totaling 50 individual sleeping cabins in the program.
As of May 1, 2025, the City of Sacramento administers the shelter program, while First Step Communities manages the site’s daily operations.

RESOURCES FOR HOMELESS YOUTH
Wind Youth’s Drop-In Center located in the heart of downtown Sacramento at 815 S Street, Wind Youth’s Drop-In Center provides essential support for individuals aged 18-24 experiencing homelessness or housing insecurity. Services include showers, laundry, meals, internet access, clothing, mail services, a respite center, and comprehensive case management, with full services available Monday through Friday. Intakes for our Drop-in Center are available on Mondays from 9 am – 11 am and Thursdays from 2 pm to 4 pm. A form of identification is required to verify that clients are between the ages of 18-24. REPORTING
The System Utilization Report, maintained by Sacramento Steps Forward, provides a monthly overview of shelter and housing availability in Sacramento using data from the Homeless Management Information System (HMIS). This report presents key metrics on how well shelter and housing programs are being utilized across all providers that maintain beds for clients.
