Welcome to the Sacramento Housing and Redevelopment Agency!

 

My name is Amber Alexander and I am the Agency Clerk for SHRA.  I will be working with you on Commission related items.

The Sacramento Housing and Redevelopment Commission is an 11-member governing board for the Sacramento Housing and Redevelopment Agency. The Commission serves as an advisory body that reviews and makes recommendations on SHRA items before they move on for final approval from either the Sacramento City Council or the Sacramento County Board of Supervisors on matters related to community development, affordable housing, and Housing Authority projects, programs, and budgets. The Commission meets twice monthly on the 1st and 3rd Wednesday of each month (as needed) at 4:30 p.m. at 801 12th Street, Commission Room, 2nd Floor, Sacramento, CA.  Please refer to Commission’s meeting calendar for specific meeting dates.

SHRA Commission members serve four-year terms. The Board of Supervisors appoints six members and the City Council appoints five members. Two Commission members are residents who live in either City or County Public Housing. City appointees are limited to a maximum of two consecutive terms.

We have included the materials and information you will need for your role. We also have a video for you to watch that is very comprehensive in explaining the Agency and your role as Commissioner.

The City and County officially established the SHRA Commission (SHRC) in 1974. When the SHRC was formed, the City and County retained final approval authority related to the following:
• Budgets
• Policies and procedures
• Auditor contracts
• Job classifications and wage schedules
• Acquisition, disposition or development of property
• Selection of developers
• Project changes or assignments
• Eminent domain actions; and
• Issues brought directly to them by the Executive Director.

SHRA is a Joint Powers authority. Due to the JPA structure, SHRA has four governing boards: The Sacramento City Council who also serves as the Housing Authority of the City and the Sacramento County Board of Supervisors who also serves as the Housing Authority of the County. For most matters, the Housing Commission is an advisory board. What this means in a more tangible sense, is that for many items that will come up in Commission meeting, the SHRC will have a chance to weigh in and provide recommendations and those recommendations with be considered by the governing boards when they ultimately provide final approval of an item.

You are part of an advisory board. As such, your role differs rom members of a governing board. Some of the Commission’s main responsibilities include:
• Provide ongoing review and recommendation regarding proposed SHRA actions prior to final review by the City Council or Board of Supervisors
• Review and make recommendations regarding annual allocations and five-year plans for federal community development and housing funds
• Make recommendations regarding the allocation of funds to affordable multifamily housing development projects

In some cases, the SHRC does have final approval power. This includes approval of the annual plan, Agency schedules of fees and charges, and the annual procurement and solicitation report. These items will be presented to the SHRC in specific SHRA Commission staff reports. Note that this is the only time this specific report template will be used – in all other cases you will casting an advisory vote on a report formatted to move on to the City or County for final approval.

This policy applies to all Commission members. It outlines expectations for professional conduct, ethics, and compliance with state and federal laws.


Purpose

To ensure that Commissioners act ethically, responsibly, and in the best interest of the Agency and the communities we serve.


Commissioner Conduct Expectations

  • Follow the Law
    Commissioners must comply with all local, state, and federal laws.

  • Respect and Professionalism
    Members are expected to act with civility toward each other, staff, and the public.

  • Loyalty to the Agency
    Decisions should reflect the best interest of the Agency and its residents, not outside affiliations or organizations.

  • Proper Use of Authority
    Commissioners act as a body, not individually. They do not manage daily operations and must avoid directing staff outside formal meetings.

  • Responsible Communication
    Commissioners may share personal views but must clarify they are not speaking on behalf of the Commission unless officially designated. Public disagreement should be respectful and, when possible, shared with the Executive Director beforehand.

  • Avoid Improper Influence
    Commissioners may not meet privately with developers or applicants after a proposal has been submitted. Any contact that does occur must be disclosed to all applicants.

  • Support Good Governance
    Commissioners are expected to come prepared, avoid personal attacks, and work cooperatively with others.

  • Fair and Inclusive Decision-Making
    All decisions must be made with fairness, efficiency, and the intent to serve all residents, especially those with low and moderate incomes. There must be no bias based on race, religion, gender, orientation, national origin, age, disability, or language proficiency.


Ethical and Legal Compliance

  • Conflict of Interest
    Commissioners and their immediate family members cannot have financial interests in Agency contracts or employment matters related to their roles.

  • Disclosure Requirements
    Potential conflicts must be reported.

  • Prohibited Activities
    Commissioners must not use their role for personal benefit or to influence hiring, funding, or contract decisions involving family or associates.


Annual Certification

All Commission members must:

  • Acknowledge and certify compliance with this Code of Conduct each year

  • Submit a Form 700 financial disclosure by April 1 for the prior calendar year, as required by California law
