The Housing Authority of the County of Sacramento was awarded 494 Emergency Housing Vouchers (EHVs) funded by the American Rescue Plan Act (ARPA) of 2021 (Public Law No: 117-2) to provide rental assistance for individuals and families who meet one of the following criteria:

• Homeless,
• At risk of homelessness,
• Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or
• Were recently homeless or have a high risk of housing instability.

How to Apply

If you are an applicant on the Housing Choice Voucher waitlist and meet one of the above criteria, you may apply for an Emergency Housing Voucher through a Sacramento homeless service provider that you may already be working with. If you are not currently working with a homeless service provider, please call 2-1-1-to be connected to the appropriate services. Your provider may work with you on completing an assessment that will be submitted to our partnering organization – Sacramento Steps Forward for referral.

The HUD-Veterans Affairs Supportive Housing (HUD-VASH) program combines Housing Choice Voucher (HCV) rental assistance for homeless veterans with case management and clinical services provided by the Department of Veterans Affairs (VA). VASH rental assistance is targeted by HUD and the VA to communities with a high number of homeless veterans.

How to Apply

Potential VASH applicants are referred to SHRA by the VA. If you are a homeless veteran needing housing please contact the Veteran’s Homeless Hotline at 1-877-4AID-VET (877-424-3838). Low-income Veterans, regardless of their housing status, are also eligible to apply for other affordable housing waitlists and are encouraged to do so.

Shelter Plus Care

The Shelter Plus Care (S+C) Program provides rental assistance to homeless, disabled individuals and families, linking them to supportive services to achieve housing stability. The S+C Program provides a variety of permanent housing choices, accompanied by a range of supportive services. Families are added to programs as others exit and move on to permanent housing. Applications for assistance are available from the service provider agencies who partner with SHRA.

In January 2017, Sacramento Housing and Redevelopment Agency was awarded a Performance Partnership Pilots for Disconnected Youth (P3) grant from the U.S. Department of Housing and Urban Development (HUD. The P3 grant provides approximately $248,000 over three years to support innovative strategies with effective outcomes for 100 disconnected youth age 16 – 24.

The Sacramento P3 program will serve eligible youth who are either homeless, in foster care or emancipated, involved in the juvenile justice system, unemployed, or not enrolled in /at risk of dropping out of school. The significance of the program is the flexibility to layer existing federal funds, and to seek federal regulation waivers to help increase service delivery
in two ways:

1. Removing barriers to housing and expanding housing eligibility;
2. Leveraging existing resources and increasing services to the target population.

The Sacramento P3 program is being implemented in the heart of the Sacramento Promise Zone which encompasses each of the hardest hit neighborhoods in Sacramento– from Del Paso Heights in the North Area to The Avenues in the South County.

The program uses a referral system supported by various resource providers, and adopts a housing first model to promote stability through collaboration with state and local partners, and coordination with currently funded services. Program funding does not provide for social services. Participants receive ongoing case management supported by systematic tracking and data collection to provide assistance in securing stable housing, and to earn a high school diploma or GED, receive job training or certifications that lead to self-sufficiency. The Housing Opportunities for Persons with AIDS (HOPWA) provides assistance to eligible participants to maintain stable housing arrangements, reduce the risk of homelessness, and improve access to care and services. The HOPWA grant is received by SHRA for the greater Sacramento service area which includes Sacramento, Yolo, El Dorado, and Placer Counties.
