SHRA offers a variety of programs and resources to help eligible low-income buyers realize the dream of homeownership. These include the Mortgage Credit Certificate program, the CalHome First-Time Homebuyer Mortgage Assistance Program, and several affordable home purchase opportunities.

Weekly Funding Update – As programs open and close frequently due to the availability of funding, SHRA provides a weekly update for its homebuyer programs. Refer to the Weekly Funding Update for the most up to date information about program availability.
Program Updates and Announcements – In addition to the weekly funding update, all parties interested in SHRA’s homebuyer programs are also encouraged to register for and maintain current contact information on SHRA’s email list (ListServ) in order to receive program updates and important announcements. Refer to the Single Family Lenders Email List for more information.
Homebuyer Programs
PLHA First-Time Homebuyer Mortgage Assistance Program
The Permanent Local Housing Allocation (PLHA) First-Time Homebuyer Mortgage Assistance Program is designed to assist low-income homebuyers by providing down payment and mortgage assistance to reduce the amount of the first mortgage loan on homes located in the City of Sacramento.

Mortgage Credit Certificate Program
Note: Due to the depletion of funds, SHRA cannot assist with this program until further notice.
SHRA administers the Mortgage Credit Certificate (MCC) program to assist eligible homebuyers afford their first home. This program provides a tax credit to eligible homebuyers to reduce the amount of Federal income tax the homebuyer pays which enables them to more easily afford to purchase a home. The primary MCC program is summarized below along with the process to request to have a MCC reissued for current certificate holders.
Sacramento MCC
The Sacramento Mortgage Credit Certificate (MCC) Program provides homeownership assistance in the form of a Federal Income Tax Credit on home purchases within the County of Sacramento and the cities of Sacramento, Elk Grove, Folsom, Isleton, Galt, Citrus Heights, Rancho Cordova. Sacramento MCC Program – Reissued MCCs
As part of the Sacramento MCC Program, SHRA offers current MCC holders who wish to refinance their original mortgage loan for the first time the ability to request to have their MCC reissued. CalHome First Time Homebuyer Program
The CalHome First-Time Homebuyer Mortgage Assistance Program is designed to assist low-income homebuyers by providing down payment and mortgage assistance to reduce the amount of the first mortgage loan on homes located in eligible areas of the City and County of Sacramento. Affordable Homes for Sale
New Affordable Homes for Sale
There are periodically opportunities for eligible buyers to purchase affordable single family homes. These homes may be located in new subdivisions or in existing neighborhoods. Applicants must meet eligibility requirements and be able to qualify for first mortgage financing to purchase these homes. In addition, most of these homes require restrictions on the resale of the home, so buyers are advised to fully understand these restrictions. Homebuyer Education
SHRA recognizes that homebuyer education is a critical component in preparing buyers for successful, responsible homeownership. Education is also important for homeownership preservation. SHRA assistance programs require prospective homebuyers attend a course of homebuyer education class provided by a HUD Approved Housing Counseling Agency.
