How do I become a qualified vendor with SHRA?
- Complete a Vendor’s Application and W-9 form. Documents are available on the SHRA website at www.shra.org. If applicable, applicants must be licensed by the state to perform the type of work specified in the Vendor’s Application. Applicants who submit completed and approved documents will be placed into the database and will receive bidding opportunity notifications. Completed forms should be emailed to ps@shra.org.
After I obtain a contract with SHRA, can I get help finding subcontractors?
- A listing of subcontractors is required with bid submission. Contact SHRA procurement staff who can assist with finding potential subcontractors during the solicitation process.
What are other ways I can find out about bidding opportunities with SHRA?
- There are several ways to obtain information about construction or maintenance services bidding opportunities other than the website. Notices are also published in the Sacramento Builder’s Exchange and public notices are also placed in area newspapers. In addition, registration in the PlanetBids system for SHRA is essential. See instructions above.

As a public agency, the Sacramento Housing and Redevelopment Agency (SHRA) utilizes a wide range of goods and services from all types of businesses and is required to use a competitive process to procure supplies, construction services, maintenance services, and professional services. These activities are managed by SHRAs Procurement Services Division. SHRA also maintains a list of qualified vendors who can register to receive bid opportunity notifications. Refer to the instructions below regarding “how to become a qualified vendor with SHRA” for more information. Currently, the public is invited to do business with SHRA through the construction/bidding, and Request for Proposals/Qualifications (RFP/RFQ) opportunities outlined below.
SHRA’s Construction Services Department regularly bids the ongoing modernization of its Public Housing stock in conformance with HUD guidelines and local building codes. Construction projects also include those financed by various other funding sources administered by SHRA. The Construction Services Department coordinates the preparation of the construction documents, prepares them for bidding through SHRA’s Procurement Services department, and provides construction management until project completion.

The Sacramento Housing and Redevelopment Agency is issuing a Request for Proposals (RFP) from General Contractors (B-General) interested in assisting with the implementation of Phase 2 of the Emergency Bridge Housing at the Grove. Phase 1 consisted of twenty-four (24) 8’x15’ sleeping cabins, two (2) 12’x24’ administration buildings, and a guard shack. Since the project’s completion, the facility has been housing homeless youth ages 18 to 24, currently at one person per cabin to meet the immediate housing needs of homeless persons in the Sacramento Area.
The scope of work of Phase 2 includes the following: Import base rock and decomposed granite and compact to finish grades to finish preparing the site for the delivery of the cabins. There will be a new Fire Lane that will have a thicker section than the rest of the site; After finish grading, twenty-six (26) cabin shells will be delivered to the site by another vendor. They will be delivered as “shells” – they will not have interior wallboard installed so that the contractor under this contract can run electrical wiring inside the cabins, install wallboard, and perform the remaining finish work on the cabins; The cabin vendor will ship the materials for a new 12’x24’ Administration Building, which will be assembled on site by the contractor for this contract (since that building is too large to ship fully assembled); The Agency is purchasing two 10’x14’ unassembled gazebos, which will be assembled on site under this contract.
