When a program
participant moves out of the unit, the owner may use the
security deposit as reimbursement for any unpaid rent payable
by the tenant, and damages to the unit or for other amounts
the participant may owe under the lease.

An owner may charge
the program participant up to two months contract rent for
unfurnished units and up to three months contract rent for
furnished units.

the cost of the security deposit is the responsibility of the
