Step by Step Guide Housing Choice Voucher

1. Attend an Owner Workshop - Owners and Agents can attend a workshop every third Wednesday of the month. At the workshop you will learn how to successfully use the program. For more information, call (916) 440-1300 and press 6 at the prompt.

 

2. List your rental property with the Housing Choice Voucher Program - You may choose to list your property with us via our online service or simply by calling (916) 440-1343. We will list your property free of charge for a limited time. Your listing will be made available to families by posting on our vacancy board. Our listings are also made available to families by mail, upon request. 

 

3. Select a family - As the owner or agent it is up to you to determine which family is most suitable to occupy your unit. You may wish to consult the Fair Housing Handbook for more information on lawful screening. To obtain a free copy call (916) 444-0178. 

 

4. Submit a Request For Tenancy Approval - The family will present you with a Request For Tenancy Approval (RFTA). This paperwork tells us important information that we need to know about your rental property and about you. By filling out these forms completely, we can do a more accurate market survey to approve the rental rate you ask for. We also must verify legal ownership, authorized agents and payee information.

 

5. Pass the Housing Quality Standards inspection - After we receive the Request For Tenancy Approval you will be contacted by our staff to set an appointment to have your rental property inspected. The inspector will be able to come to your property within 14 days. The property must be vacant and ready to move in. The purpose of the inspection, is to ensure that the family  has a decent, safe, and sanitary place to live. If you have questions about the Housing Quality Standards, you can call and request a copy of them to be mailed to you. You may come to our office and pick up a copy.  After the property has passed inspection, the family is then authorized to move in. 

If the family was already occupying the rental property prior to obtaining their voucher, it is not necessary for the family to vacate the property prior to inspection. However, the lease and contract will start on the date of the passed inspection.

 

6. Sign and return the Lease Addendum and Housing Assistance Payment Contracts - You may use your own lease with the family. We will be generating and mailing a Lease Addendum and Housing Assistance Payments Contract to you within 10 days of the passed inspection. You will receive three (3) copies of the Lease Addendum, and two (2) copies of the HAP Contract. All copies must be signed appropriately and returned to the Housing Authority.

 

7. You are ready to start collecting the rent - When the inspector passes your property, he/she will give you a lease and contract summary report. This will tell you the approved rent, the family’s portion of the rent, and the amount of subsidy to be paid by the Housing Authority.

After the Lease Addendum and HAP Contracts are returned, the Housing Authority will mail you a check for all subsidy owed from the date of the passed inspection.

It is the owner/agent’s responsibility to collect from the family their portion of the rent.

 

Other Information

  • Payment Schedule - Your check will be mailed on the first of every month.
  • Requesting a Rental Increase - You may request a rent increase after the first year of the lease with a 60-day notice.
  • Collecting the Rent/Subsidy Adjustment Notice - In the event of a change in tenant income, household composition, or rent increase, the Housing Authority will send written notice to the owner/agent and the tenant of the changes and effective date.
  • Family Obligations - The family must pay their portion of the rent, maintain the property, and abide by the provisions of the lease.
