Overview

The Housing Choice Voucher Program, (formerly Section 8) is a tenant-based rental subsidy assistance program administered by the local Housing Authority, the Sacramento Housing and Redevelopment Agency (SHRA).

The program is a three-way partnership between owners and agents, the Housing Authority, and the family.

If a family meets the income and eligibility requirements, they are given a voucher that enables them to receive rental subsidy.

Owners and agents enter into a Housing Assistance Payment (HAP) Contract with the Housing Authority by providing housing for the family.

Owners and agents agree to the terms of the HAP Contract, including maintaining the property to Housing Quality Standards (HQS), and an initial lease term of one year.

The Housing Authority subsidizes the rent to the owner as long as the family remains eligible, and the property meets HQS. The Housing Authority may also increase or decrease the amount of subsidy paid for a family based on the family’s income.

The family agrees to pay their portion of the rent to the owner, to abide by the owner’s lease terms, maintain the property, and allow only authorized occupants to live on the property, and follow the Family Obligations as set forth by the Housing Authority.
