Meeting Minutes

THURSDAY, November 13, 2003

  1. CALL TO ORDER
  2. Christopher Golden called the meeting to order at 6:15pm

  3. ROLL CALL
  4. Present: Elgin Bradley, Quonzeles Byrd, Mary Calhoun, Richard Greene, May Lee, Cheryl Martin, Dawna Mitchell, Barbara Brown

    Agency Staff Present: Ya-yin Chiang, Christopher Golden,

    County Staff Present: Linda Kamura

    Guests: Margretta Cannon, Wanda Raymond, Beverly Smith, Ruben Solis Ochoa,

    Absent: Rebecca Luu

  5. *APPROVAL OF MINUTES
  6. The minutes were approved on a motion by Elgin Bradley with a vote of 6 ayes and 0 noes.

  7. REDEVELOPMENT ITEMS

    1. * Election of RAC Officers
    1. Chairperson: Elgin Bradley
    2. The election of Elgin Bradley as Chairperson occurred on a motion by Barbara Brown with a vote of 5 ayes and 0 noes and 1 abstention.

    3. Vice-Chairperson: May Lee
    4. The election of May Lee as Vice-Chairperson occurred on a motion by Barbara Brown with a vote of 5 ayes and 1 noes.

    5. Secretary: Cheryl Martin

The election of Cheryl Martin occurred on a motion by Barbara Brown with a vote of 4 ayes and 1 noes and 2 abstention.

The discrepancy between the number of votes and the attendance numbers were due to several late arrivals.

B. SHRA Residential Programs

Carla Christian presented information regarding SHRA residential programs.

C. Filling RAC Vacancies

Christopher Golden gave an overview of the RAC positions that were available as of November 13th, 2003

D. Tax Increment: What's eligible for TI funding?

Christopher Golden gave a review of the types of projects that were eligible for TI funding.

E. Redevelopment Area Update

Christopher Golden gave an update of the projects and issues taking place in the Stockton Boulevard Redevelopment Area including the Stockton E Bus Service, the SACOG Grant Application, and the Sacramento Region Blueprint Workshops.

 

 

  1. COMMUNICATION FROM RAC MEMBERS AND PUBLIC ON ITEMS NOT ON THE AGENDA
  2. Several of the guests in attendance introduced themselves and spoke about their experiences in the community.

  3. ADJOURNMENT

The meeting adjourned at 8.35pm
