I. CALL TO ORDER Meeting was called to order at 6:05 pm by Elgin Bradley, Committee Chairperson

III. WELCOMING REMARKS – Mr. Bradley welcomed those in the audience, Jeff Reiley (Darryl Chinn Architects), Jim and Shirley Wright, Tom Zeider (City of Sacramento Economic Development). Emily Halcon (SHRA) arrived later.
IV. APPROVAL OF APRIL 2005 RAC MEETING MINUTES: Motion to approve April 2005 minutes made be Lee, 2nd by Martin, 5 ayes, 0 noes. APPROVAL OF May 2005 RAC MEETING MINUTES: Motion to approve May 2005 minutes made by Brown, 2nd by Green, 5 ayes, 0 noes.
V. ACTION ITEMS
A. 4558-4600 14th Avenue – Eve Silverman, SHRA
This report recommended approval of an action item to give the Redevelopment Agency authority to release a Request for Proposal (RFP) for developing housing on a .7 acre vacant lot zoned RD 20 for multifamily housing. At the April 2005 meeting, the Redevelopment Advisory Committee (RAC) approved the transfer of the site from the Housing Authority to the Redevelopment Agency and identified elements to include in the RFP to meet the desires of the community to include:
· Homeownership with medium density of 8-15 units and
· Some of the units are to be affordable to low-and-moderate income owner occupants.
Standard RFP requirements were reviewed with the group and include a description of the development team, housing design and financing plan. The selection criteria, based upon the order of priority, includes providing a homeownership product, type of development plan, purchase price offer, experience of the development team, financial capacity of the team and the level of affordability. Ms Silverman indicated that the option for development as multifamily rental housing was also included because of potential development challenges due to the zoning and lot size; this multifamily rental inclusion was compensated for in the RFP Selection Criteria section which lists homeownership as the first element in order of priority.
There was discussion regarding the previous type of housing on the site, concern of the current density and that the new development “fit into” the neighborhood in terms of size and scale. It was decided that language would be included to restrict the height be no more than two stories. Ms Silverman would also insure that the RFP language emphasizes that the development should” fit into” the neighborhood.
Motion to approve staff recommendations with the above inclusions was made by Green, seconded by Brown, vote: 6 ayes, 0 noes.
VI. INFORMATIONAL ITEMS
A. Pham Plaza – Jeff Reilly, Associate AIA with Darryl Chinn Architects
Mr. Reilly provided an overview of the proposed 24,000 square foot retail project at 48th and Stockton which would be comprised of four single-story Spanish revival style buildings. Design elements of two to three stories will enclose mechanical and lighting and provide a visual variety. Signage will be restricted to a single monument sign to preserve the character of the development with signage in the back visible from the parking area. Despite challenges with the power lines running perpendicular to Stockton Boulevard, the project has requested no variances and was approved by the Design Review Board. Discussion regarding the choice of style (different from Asian theme), types of tenants, and potential turnover was discussed. Mr. Reilly responded to each of the comments and described how the development style is in keeping with the international marketplace theme and that the tenant base will target community based tenants. RAC members were extremely supportive of the project.
B. Greenfair – Emily Halcon, SHRA
Ms. Halcon provided information about the recently released Request for Proposals for development of the 30-acre site at Broadway and Fairgrounds Drive. She provided background regarding the former Greenfair project, built as a mixed income community by the U.S. Department of Housing and Urban Development, using experimental housing construction which resulted in numerous structural problems. The Sacramento Housing and Redevelopment Agency (SHRA) has acquired most of the lots and intends to work with a development team to facilitate redevelopment with new, mixed income housing units. The goal is to have the selected developer design, build and sell the units and work with Homeowner Association issues. The senior high and low rise development will remain.
B. Stockton Boulevard Redevelopment Project Area Update – Eve Silverman, SHRA
Ms Silverman relayed information and provided handouts as appropriate.
· Infrastraucture Bank application for the Phase III of the streetscape improvements was approved by the Board of Supervisors and will be submitted after the June 21st City Council meeting
· General Plan Forums are still occurring and the next meeting is at Coloma Center June 15, 2005
· General Plan Advisory Committee has one opening in Category B “member at large”
· City staff are requesting comments regarding projects for the 2006Transportation Programming Guide and the Parks and Recreation Programming Guide
· Fruitridge sidewalk update (between Stockton and Dewey) is within City and County. Homeowneners and commercial property owners are responsible for repairs in the City. In the County, residential sidewalks are repaired by the county but commercial owners are responsible for the repairs and have been notified.
· One application received for Redevelopment Advisory Committee member in the business category
· Homeownership Fair , Saturday June 11 from 9-3 at Christian Brothers High School
· Grand Opening for Mutual Housing at Lemon Hill, Saturday June 11 at 10:30, 6000 Lemon Hill Avenue
· Various applications submitted to City Planning were identified and briefly described
· Request for input regarding SMUD presentation regarding annexation. Feedback was to request flyers from SMUD and set a meeting a half hour prior to next RAC meeting
VII. COMMUNICATION FROM RAC MEMBERS AND PUBLIC ON ITEMS NOT ON THE AGENDA
Ms. Lee passed out flyers regarding a “Community Farewell” for two of her staff from Asian Resources to be held on Thursday, June 30th at the Lava Lounge.
Mr. Greene distributed a handout showing the current vacant site and the completed version of the Regent Development to be constructed between 9th and 10th Avenues on Stockton Boulevard.
Mr. Greene also announced the Stockton Boulevard Annual Luncheon and BBQ on Friday, June 24 at the Serna Center
