Christopher Golden called the meeting to order at 6:10pm

The minutes were approved by a motion from Dawna Mitchell with a vote of 7 ayes and 0 noes
A. *Bond Allocation Wrap Up
Christopher Golden gave an update regarding the results of the bond allocation discussion of the previous meeting on February 12, 2004. The RAC voted on suggested bond allocation disbursements for each core area and more specifically certain areas of focus in each core area. These percentages are flexible depending on current conditions and needs and may be revisited in the future. The RAC voted for a 30% disbursement for infrastructure / Stockton Blvd. Streetscape, a 30% disbursement for Commercial / Exterior Loans / Image Marketing, 30% for Pedestrian Improvements / Traffic Calming, and 10% for Other / Landmarks. The Bond allocation was approved by a motion from Barbara Brown with a vote of 5 ayes, 0 noes, and 1 abstention.
B. Stockton Boulevard Investment Strategy
Christopher Golden presented information pertaining to the Investment strategy. The information was gathered over the course of several RAC meetings and listed the main points that RAC members felt important to cover in the upcoming Investment Strategy. The points focused on non-residential interests. Residential interests will be covered at a later meeting. No vote was administered and additional items were added to our list of topics to explore in the study. RAC members are welcome to make further suggestions for exploration as the strategy evolves.
C. Design Review
The RAC reviewed the plans for an affordable housing development located at 6205 48th Avenue. A brief discussion and commenting session followed. Comments were forwarded to the City of Sacramento on the following day.

Dawna Mitchell gave a brief update of the need to educate the group on smart growth principles.The meeting adjourned at 7.45pm
