The July meeting was called to order by Elgin Bradley at 6.15pm

A motion by Cheryl Martin with a vote of 6 ayes and 0 noes approved the minutes. The discrepancy between votes and attendees were due to a late arrival not present at the time of the minute's approval.
A. Stockton Boulevard Partnership Consumer Spending Survey Reimbursement
Elgin Bradley presented this item to the RAC. This item had been presented during two previous meetings but was forwarded to following meetings due to the lack of a quorum for each voting session. This item was approved through a motion from Quonzeles Byrd and Seconded by Barbra Brown. The vote consisted of 5 ayes and zero nays.
B. 2005 - 2009 Implementation Plan Project List
Christopher Golden presented the goals, objectives, and projects for inclusion in the 2005- 2009 Implementation Plan for the Stockton Boulevard Redevelopment Area. These goals, objectives, and projects, were the results of meetings with various stakeholders from the community as well as research from our consultant. A preliminary version of this list was presented at the June 2004 RAC meeting so that the Agency could determine if the RAC felt that the goals, objectives, and projects being proposed were on target with the RAC's vision for the redevelopment area. The RAC approved the project list with the knowledge that the project list could change and items could be added as future political and economic conditions dictate. The project list was approved through a motion by D. Mitchell and seconded by M. Lee. The vote consisted of 7 ayes and zero nays.
5597 Stockton Boulevard: Alcohol Sales Special Permit
The City of Sacramento provided an early project notification to the RAC for the purpose of gathering comments regarding an application for an Alcohol Sales Special Permit for an existing convenience store at 5597 Stockton Boulevard. The RAC did not approve of the application on grounds of there being an over concentration of beer, wine and liquor establishments already in the area. They also felt that that onsite sales of alcohol would attract loitering and panhandling and have an overall negative impact on area neighborhoods and businesses. These comments were forwarded to the Planning Project Planner with the City of Sacramento.
The meeting adjourned at 6.55 p.m.
