Sacramento Housing & Redevelopment Agency is working with our
County partners to implement a Quality Neighborhood Program in the Lerwick
Road, South White Rock, and Morningstar Drive / Lemon Hill neighborhoods.
MISSION: "Provide the community a means to enhance the quality of
life through a comprehensive neighborhood-based approach."
PROJECT TARGET STRATEGY
This program will focus on neighborhoods that are in need of a comprehensive
revitalization approach attributable to the following factors:
- Insufficient property management
- Lack of adequate property and landscape maintenance
- Owners’ lack of financial ability or willingness to adequately address
rehabilitation needs
- High incidence of crime
- High incidence of nuisance activity
- Substandard, unhealthy, or deteriorated housing
PROGRAM COMPONENTS
There are three major components to the Quality Neighborhoods Program. Each
component has a set of improvement standards, which will be implemented as
necessary to meet the revitalization needs of the target projects.
- Owners’ Association/Unified Property Management
- Establish an owners’ association to create comprehensive property
management opportunities.
- Work with owners of individual properties to provide comprehensive
on-site management and maintenance of common areas.
- Educate property managers and owners on available County codes and State
laws.
- Educate property managers and owners on the established rental housing
standards of the California Apartment Association
- Provide standardized training to property owners and managers in the
areas of:
- On-site management practices
- Tenant screening
- Ongoing property maintenance
- Landlord rights and responsibilities
2. Financial and Non-Financial Incentives
(A) Maximize state, federal, local, and private sources of funding, as
follows:
- HOME Funds
- CDBG Funds
- Community Reinvestment Act
- Maximize tax credits
- Utilize federally-insured programs
- Utilize California Housing Finance Agency (CHFA)
- Seek out private foundation grants
- Tax Increment funds allocated to affordable housing
(B) Develop an incentive program to provide for the following:
- Building improvements
- Long-term property maintenance
- Comprehensive property management
(C) Develop public improvement programs to upgrade selected neighborhoods:
- Landscape improvements
- Neighborhood parks
- Street and sidewalk improvements
(D) Develop a limited property acquisition program with private investors
and nonprofit organizations:
- Assist and identify private and public financing for acquisition
(E) Develop County financing program to bridge gaps in private/public
financing programs
(F) Develop opportunities for volunteer organization participation
3. Enforcement
County Code Enforcement will use enforcement as an incentive for property
owner and other parties to participate in comprehensive revitalization projects.
- Continue to build relationships with involved groups:
- Property owners
- Tenants
- Associated law enforcement agencies (i.e., courts, District Attorney,
County Environmental Health)
- Utilize all appropriate civil and criminal remedies:
- Pursue parallel civil and criminal processes.
- Educate tenants and neighbors on appropriate civil proceedings.
- Work with sheriff's office in using administrative remedies:
- Utilize enhanced sheriff patrol presence in selected project areas.
- Eliminate public nuisances in neighborhood.
- Establish Neighborhood Watch groups.
STAFFING
The Quality Neighborhoods Team will consist of (1) SHRA Community Development
staff; (2) Sheriff’s Department; (3) County Department of Planning/Code
Enforcement; and (4) District Attorney Community Prosecutor. Resources as needed
from other County Departments will supplement staffing.
