1.      Call to Order and Welcoming Remarks

Jan McCleary called the meeting to order at approximately 6:10 p.m.

 

2.      Roll Call

RAC Members in Attendance:  Ash, Bergstrom, Harlan, Mack, C. Mulligan, M. Mulligan, J. Mcleary, E. Mcleary, and Scoggins

RAC Members Absent:  Marcus, Ogden, Roberts

Staff and Guests in Attendance: Councilmember Sandy Sheedy, Ya-yin Chiang and Cynthia Shallit (SHRA), Brian Abbanat (City Planning)

 

3.      Approval of May 19, 2005 RAC Meeting Minutes

Motion/Second:  Minutes Approved (Bergstrom/M. Mulligan)

Vote:  Unanimous in favor.

 

4.      Councilmember Update

Councilmember Sheedy gave the following updates:

  • The California Infrastructure and Economic Development Bank has awarded the North Sacramento area with a $4.2 million loan for streetscape and angled parking improvements on Del Paso Boulevard.  There will be a check handing celebration.
  • Expo Pointe – Had a groundbreaking and is currently 75% leased.
  • Del Paso Streetscape Phase 1 project is well underway and on schedule. 

 

5A. Officer Nominations       

The following members were nominated and approved as the RAC officers:

Vice-Chair – Ken Ash

Secretary – Colleen Mulligan

Vote:  Unanimous in favor.

 

5B. Consideration of Property at 1022 and 1340 Del Paso Boulevard

Ms. Chiang gave a presentation recommending the acquisition of two properties, 1022 and 1340 Del Paso Boulevard.  1022 Del Paso Boulevard is located immediately adjacent to 1030 Del Paso Boulevard, which was acquired by the Agency earlier in the year.  1340 Del Paso Boulevard is a vacant parcel located at Edgewater Road.  Staff also recommended the allocation of $1,020,000 towards the acquisition of both properties, which is anticipated to cover all expenses related to the acquisition including cost of appraisals, investigative studies, property purchase, closing costs, relocation expenses, and demolition.  Committee members raised questions about the needed toxic remediation at 1340 Del Paso Boulevard, which Ms. Shallit addressed.

Vote:  Unanimous in favor.

 

5C. Redevelopment Updates 

        Ms. Chiang gave an update on the following items:

  • Discussion at the State regarding eminent domain in response to the Kelo Supreme Court case and the potential effects to redevelopment. 
  • Streetscape Art Committee – Need to limit the participation from the RAC to three committee members.  Members C. Mulligan, M. Mulligan, and Harlan will be the members from the RAC participating on the committee.

        None.

 

7.  Adjournment

        Meeting adjourned at approximately 7:15 p.m.
