1.      Call to Order and Welcoming Remarks

Jan McCleary called the meeting to order at 6:00 p.m.

 

2.      Roll Call

RAC Members in Attendance:  Ash, Bergstrom, Harlan, Mack, E. McCleary, J. McCleary, C. Mulligan, M. Mulligan, Ogden, Reisinger, Roberts, Scoggins, Stanton

RAC Members Absent:  Funner, Marcus

Staff and Guests in Attendance: Councilmember Sandy Sheedy, Ya-yin Chiang, SHRA

 

3.      Approval of March 17, 2005 RAC Meeting Minutes

Motion/Second:  Minutes Approved (Bergstrom/E. McCleary)

Vote:  Unanimous in favor.

 

4.      Councilmember Update

Councilmember Sheedy gave the following updates:

§         A certificate of appreciation was presented to Barbara Stanton and Shirley Reisinger for their participation as a committee member on the North Sacramento RAC.  The April 21, 2005 meeting was their last RAC meeting as a committee member.

§         Three new RAC members, Jeff Ogden, Ken Ash, and Todd Harlan, were introduced and welcomed to the committee. 

§         A District 2 bus tour of opportunity sites was conducted in April for potential developers and property owners.  The tour has generated a lot of interest in opportunity sites in District 2.

§         The first phase of the Del Paso Boulevard Streetscape project is out to bid.  Construction is expected to begin in June 2005.

§         There will be a lighting ceremony for the recently completed Dixieanne Streetlight project at the Dixieanne Tot Lot on April 25, 2005 at 7:00 p.m.  The Rotary Club of North Sacramento will also be recognized for their contribution to the Tot Lot.

§         On May 3, 2005 there will be a Regional Transit workshop to discuss the proposed fare increase.

§         They City will be studying the area around the Swanston light rail station.  A consultant selection process is currently underway.

 

 

 

5A. 1737 Kathleen Avenue

Laura Maccaulay with Macaulay + Architects gave a presentation on the proposed auto service project on Kathleen Avenue.  The property/business owner was also present.  The use requires a special permit because it is located within a quarter mile of a light rail station.  RAC member comments included: the use is better than what is currently located on the site, the applicant and owner seems to have addressed the major issues such as noise and odor, the design is generally liked, the RAC would like to defer to the neighborhood association in the area where the project is located to review and make a recommendation to the Planning Commission.  It was noted that the Hagginwood Community Association was going to be reviewing the project at their May 2, 2005 meeting.

 

5B.  California Infrastructure and Economic Development Bank Loan

Ms. Chiang gave a brief presentation recommending that the Agency apply for $4 million loan from the California Infrastructure and Economic Development Bank to fund streetscape improvements along Del Paso Boulevard.

Motion/Second:  Approve staff recommendation (M. Mulligan/Stanton)

Vote:  Unanimous in favor.

 

5C.  North Sacramento Minor Infrastructure and Special Project Fund

Ms. Chiang gave a brief presentation recommending the allocation of $20,000 in North Sacramento Tax Increment funding to a minor infrastructure and special projects fund. These funds would be used to assist with minor infrastructure and other small projects in the North Sacramento Redevelopment Area.  Committee members requested that guidelines for approving the projects be developed and that the RAC review the projects and make a recommendation to the Agency on the individual requests.

Motion/Second:  Approve staff recommendation with changes requested by the committee (Bergstrom/E. McCleary)

Vote: Unanimous in favor.

 

5C.  Redevelopment Area Update

Ms. Chiang gave the following updates:

§         The City is currently beginning their General Plan Update process.  Town Hall Forums will be held throughout the City in May and June.  A handout was provided.

§         RAC elections will be held at the May RAC meeting.

§         There was a discussion on changing the RAC meeting time to allow more time for people to arrive at the meetings.  The general consensus was to leave the meeting time at 6:00 p.m.

 

6.  Communication from RAC Members and Public on Items Not on the Agenda

§         Mr. Doug Marquand with the North Sacramento School District sought assistance to make improvements to the NSSD building.  Improvements include fencing for the building and paint.  Mr. Marquand will put together additional details and work with Agency staff to see if improvements are eligible.  The committee will be kept informed.
