1.      Call to Order and Welcoming Remarks

Jan McCleary called the meeting to order at 6:00 p.m.

 

2.      Roll Call

RAC Members in Attendance:  Bergstrom, Mack, E. McCleary, J. McCleary, C. Mulligan, M. Mulligan, Reisinger, Roberts, Stanton

RAC Members Absent:  Bahadur, Bird, Funner, Marcus, Scoggins

Staff and Guests in Attendance: Councilmember Sandy Sheedy, Ya-yin Chiang, SHRA

 

3.      Approval of February 17, 2005 RAC Meeting Minutes

Motion/Second:  Minutes Approved (Stanton/Bergstrom)

Vote:  Unanimous in favor.

 

4.      Councilmember Update

Councilmember Sheedy reported the following:

§         The City will be having an e-waste and tire amnesty day on April 16, 2005.  Up to four tires and two monitors can be dropped off at Grant High School between 8:30 a.m. – 2:00 p.m.

§         An Easter celebration will be held at Mama Marks Park on Saturday, March 26.  Lunch will start at 12:00 p.m. and an egg hunt will be held at 2:00 p.m.

§         A new business is locating at 2311 Del Paso Boulevard.  Mr. Ernest Feliciano was invited to speak to the RAC about his proposed restaurant at that location. 

§         There will be a lighting ceremony for the recently completed Dixieanne Lights project.  The celebration will be held at the Dixieanne Tot Lot.  Further notification of the event will be sent out prior to the celebration.

§         A District 2 bus tour of opportunity sites will be conducted in April for potential developers and property owners.   

 

5A. Surreal Estates Project Update

Chris Glaudel with Mercy Housing, the non-profit developer of the Surreal Estates project gave an update on the status of the project.  Wendy Saca with Mercy Housing was also in attendance. Mr. Glaudel indicated that construction had begun on the project and the City has completed the water line.  Ten of eleven artists have been identified for the units, and in mid-April they will begin working with the artists to build the project.  It is anticipated that the project will be complete by Thanksgiving 2005.

 

5B.  North Sacramento Redevelopment Area Project Priorities

Ms. Chiang introduced Mr. John Goldberg, Organizational Development Specialist with the City of Sacramento, to lead the Committee through a project prioritization exercise.  Mr. Goldberg discussed with the Committee their likes, concerns, and hopes for the area, and handed out a worksheet for members to prioritize the projects.  The results were tallied and are included as an attachment to these meeting minutes.

 

5C.  Redevelopment Area Update

Ms. Chiang gave the following updates:

§         RAC applications for the vacant and expiring seats are due the following day on March 18, 2005 by 5:00 p.m. to the City Clerk’s office. 

§         The first phase of the Del Paso Boulevard streetscape project is getting ready to be put out to bid.  The first phase includes landscaped medians, new and upgraded streetlights, and other improvements to the Boulevard.

 

6.  Communication from RAC Members and Public on Items Not on the Agenda

§         Mr. Doug Austin indicated the need for the Del Paso Boulevard Special Planning District to be reviewed and revisited in regards to non-retail and retail uses on the Boulevard.

§         Mr. Roberts suggested that light refreshments be provided at future North Sacramento RAC meetings.
