Meeting Minutes

1.      Call to Order and Welcoming Remarks

Jan McCleary called the meeting to order at 6:05 p.m.

 

2.      Roll Call

RAC Members in Attendance:  Bergstrom, Funner, Mack, Marcus, E. McCleary, J. McCleary, C. Mulligan, M. Mulligan, Reisinger, Roberts, Scoggins, Stanton

RAC Members Absent:  Bahadur, Bird

Staff and Guests in Attendance: Councilmember Sandy Sheedy, Vickie Smith and Ya-yin Chiang, SHRA

 

3.      Approval of November 18, 2004 RAC Meeting Minutes

Motion/Second:  Minutes Approved (Stanton/E. McCleary)

Vote:  Unanimous in favor of approving minutes.

 

4.      Councilmember Update

Councilmember Sheedy welcomed three new RAC members: Derrell Roberts, Mike Mulligan and Colleen Mulligan.  Councilmember Sheedy also reported that the Dixieanne streetlights project was currently underway, and that when the project is completed, there will be a lighting ceremony.

 

5.      Subcommittee Reports – Design Review Subcommittee

The Design Review subcommittee has recently reviewed the following projects:

§         Four unit residential complex in Multi-Family (R-2B) zone--2890 Taft Street.

§         Exterior Rebate Project – 2308 Del Paso Boulevard (Crazy Discount)

§         Single Family Residence – 1119 Glenrose Avenue

 

6A.  Consideration of Property at 1810 Del Paso Boulevard

Ms. Chiang gave a report indicating that in May 2004, Agency staff had discussed with the committee the review of two liquor stores on Del Paso Boulevard to see how some of the problems occurring around the stores could be alleviated.  Cost estimates for the acquisition and relocation of the properties are significant, and could be as high as $1.5 million for both properties.  At this time, the total amount of redevelopment funds that are available for new projects is approximately $2.4 million.  Because of the limited amount of funds remaining to allocate towards projects in the area, Agency staff is recommending holding off on a recommendation on the acquisition of the liquor store at 1810 Del Paso Blvd. to allow more time for the committee to fully evaluate project priorities and other potential projects and opportunities that might need redevelopment funding in the area.  Ms. Chiang indicated that no action was requested on the item.

 

Committee members discussed the importance of alleviating the problems associated with the businesses and asked for more information regarding other alternatives for dealing with the problems.  A motion was made to acquire both properties.  The motion did not pass.  A second motion was made by Mr. Mulligan and seconded by Mr. Funner that requested Agency staff to bring back an overview of all the potential projects in the area for the Committee to review, and that the acquisition of the two properties are put on the Agenda for consideration at the next RAC meeting.  The motion passed with all committee members voting aye, and Mr. Roberts voting no.

 

6B.  Del Paso Boulevard Angle Parking

Ms. Chiang indicated that after the RAC meeting, at 7:30 p.m., City Department of Transportation staff and the traffic consultant on the angle parking study will give a presentation outlining the proposed angle parking improvements and impacts.  This item will be brought back to the Committee in the future as an action item.

 

6C.  Redevelopment Area Update

Ms. Chiang gave the following updates:

§         Welcome three new committee members, Colleen Mulligan, Mike Mulligan, and Derrell Roberts.  There are still 2 vacant resident tenant seats that will be reopened by the City in February.  In addition, as previously mentioned there are several term expirations coming up for several of the seats.  Those seats will be opened by the City in mid-February. 

§         EDAW has been hired by the Agency to update Design Guidelines for North Sacramento, Del Paso Heights, and Oak Park.  A community meeting will be held the same night as the next RAC meeting, February 17, to further discuss the updating of the North Sacramento Design Guidelines.

 

7A.  Expo 160 Design Review and Special Permit

Mr. Bob Chase and Mr. Michael Ashley with LPA Architects gave an overview of the proposed project at the corner of Exposition and Expo Parkway.  Mr. Ashley presented the revised elevations for the proposed project indicating changes that were incorporated to the project design based on the Committees’ previous comments.  Changes that were made include: reduction in the size of the tower feature, muting of the colors, and incorporation of stonework on the tower and building.  RAC members had questions and expressed concern about traffic issues, but were overall supportive of the revised design of the project

 

7B.  American River Parkway Plan Update

Mr. John Folk-Williams gave a presentation and overview of the American River Parkway Plan Update, currently underway.  The Parkway Plan was last adopted in 1985 and provides a guide to land use decisions affecting the Parkway, addressing the preservation, use, development, and administration.  An Update Citizen Advisory Committee has been formed and there are several opportunities for participation on the Plan.
