1.      Call to Order and Welcoming Remarks

Jan McCleary called the meeting to order at 6:10 p.m.

 

2.      Roll Call

RAC Members in Attendance:  Bergstrom, Bahadur, Funner, Marcus, E. McCleary, J. McCleary, Reisinger, Stanton

RAC Members Absent:  Bird, Castro, Mack, Perry, Scoggins, Williams

Staff and Guests in Attendance: Councilmember Sandy Sheedy, Ya-yin Chiang, SHRA

 

3.      Approval of October 28, 2004 RAC Meeting Minutes

Motion/Second:  Minutes Approved (Stanton/E. McCleary)

Vote:  Unanimous in favor of approving minutes.

 

4.      Councilmember Update

Councilmember Sheedy announced several upcoming events during the holidays including a tree lighting ceremony at the fire station, a holiday buffet and the Robert’s Family holiday dinner.  In addition, Councilmember Sheedy invited the committee to the swearing in reception at the Library Galleria after the swearing in event on November 22, 2004.  The reception had food and drinks and was open to everyone.

 

5.      Subcommittee Reports – Design Review Subcommittee

The Design Review subcommittee has recently reviewed one new single family residence located at 1609 Elderidge Avenue.

 

6A.  Consideration of Property at 1030 Del Paso Boulevard (Action Item)

Ms. Chiang gave a report recommending the acquisition of the Nightingale Gilmore Funeral Chapel located at 1030 Del Paso Boulevard which was on the market for sale.  The acquisition of the property would create an opportunity for more housing along Del Paso Boulevard.  Ms. Chiang also recommended allocating $750,000 from the North Sacramento Capital Project Fund to this project.

 

Motion/Second:  Staff recommendation approved as recommended (Stanton /J. McCleary)

Vote:  Unanimous in favor of recommendation.

 

6B.  Housing Choice Voucher Program (Informational Item)

Ms. Chiang presented an informational item on changes made by the US Department of Housing and Urban Development to the Housing Choice Voucher Program (formerly Section 8).  Due to the changes, SHRA and many other public housing agencies are not receiving sufficient funds to pay landlords for all the vouchers currently issues.  SHRA has an approximately $1.8 million funding gap for December 2004.  After reviewing many options, Agency staff is recommending an emergency allocation to the Housing Authority from redevelopment areas’ low/mod tax increment funds.  The expected amount is $155,000 per redevelopment area.  The Agency is committed to backfill these funds with other funds in the future to provide additional affordable housing opportunities in the area.

 

6C.  Redevelopment Area Update (Informational Item)

Ms. Chiang gave the following updates:

§         The Expo 160 project will be back at the next RAC meeting for additional review and comment.

§         A public meeting notice for the Five-Year Implementation Plans was distributed.  The plans will be heard before the City Council on November 30, 2004 at 2:00 p.m.

§         Ms. Linda Bloom with the Sacramento Metropolitan Arts Commission (SMAC) will be calling a meeting of the art committee to review artwork for the Del Paso Boulevard streetscape project.  Art committee members are Allen Marcus, Barbara Stanton, and Jan McCleary.

 

7.  Communication from RAC Members and Public on Items Not on the Agenda
