| The Community of North Highlands has always
had
a strong identification and connection with the McClellan Air Force Base. With the closure of the base
in July 2001 the North Highlands community is
presented with unique challenges and opportunities.
The McClellan/Watt Avenue Redevelopment Project was created in November of 2000 to provide needed resources for the conversion of the base to civilian use and for the revitalization of the Watt Avenue commercial corridor. A Beautification and Streetscape Master Plan has been developed for Watt Avenue which will upgrade the appearance and functionality of the corridor. The plan serves as a guide for an estimated 21 million dollars of improvements to be executed over the next ten to fifteen years. |

North Highlands Town SquareA new Town Square is being developed to be located at Watt and E Street. The Square will serve as a plaza and meeting place for the community, it is anticipated that the Square will enhance the image and identity of North Highlands. Construction is Scheduled to begin in June 2002. This endeavor is a partnership between SHRA, the Rio Linda Union School District and the North Highlands Parks and Recreation District. North Highlands VisionsA participatory community assessment was carried out in 1996 which has provided direction for the revitalization of the North Highlands community. As a result of this community assessment process, the North Highlands Visions Task Force was created to serve as a community advocacy group engaging businesses and government on issues related to North Highlands. The Visions task force meets the first Thursday of each month at 6:00p.m. at the North Highlands Community Center, 6040 Watt Avenue.
