Franklin Boulevard

Before the completion of Highway
99 in the early 1960’s, Franklin Boulevard was a functional commercial
corridor that connected the City of Sacramento with outlying areas. With
the primary transportation flow diverted to the new freeway, however,
Franklin Boulevard gradually deteriorated as it was bypassed by new
commercial development.
By the mid 1980’s,
the boulevard was cluttered by utility poles, billboards, abandoned and
dilapidated commercial signs, deteriorated buildings, and lacked modern
street improvements such as sidewalks, curbs and gutters.

In 1992, the City proceeded with a
project to underground utilities and complete the installation of
sidewalks, curbs and gutters from Sutterville Road to Fruitridge Road.
While the City, SHRA and the Franklin Boulevard Business Association (FBBA)
continued to make inroads into the revitalization of Franklin Boulevard,
potential setback loomed when, in May 1993, the Campbell’s Soup Company
announced plans to relocate its plant outside the Sacramento area. To retain this large employer, the City Council and Board of
Supervisors negotiated with Campbell’s Soup and designed a redevelopment
assistance package contingent upon reinvestment in the facility.

In December of 1993, the City Council and Board of Supervisors adopted
the 1,441-acre Franklin Boulevard Redevelopment Project Area. SHRA, FBBA,
and the Franklin Boulevard Project Area Committee (PAC) began implementing
a number of revitalization projects, including commercial facade
improvement rebates, neighborhood clean-up projects, code enforcement,
planning entitlement oversight, and the development and reservation of
single and multi-family housing.
