Franklin Boulevard Urban Design Master Plan

The Franklin Boulevard Urban Design Master Plan is a conceptual document that addresses land use, vehicular and pedestrian circulation, beautification, parking and neighborhood revitalization. The development of the plan included two community workshops and was completed in 2001. Construction design for the first phase of improvements, located on Franklin Boulevard between Fruitridge Road and 52nd Avenue will begin in the spring of 2002.

Eastside of North City Farms - Street Lighting

Community Development Block Grant and Franklin Boulevard tax increment funds will be leveraged with the City’s streetlight matching program to install new streetlights in the Eastside of North City Farms neighborhood.


Mulberry Commons

The former Village South apartments contained thirty-six two-bedroom units, lacked off- street parking and had inadequate lighting and landscaping. The apartments suffered from poor design, neglect and crime. SHRA was able to leverage $1.4 million of Department of Housing and Urban Development (HUD) public housing funds and $800,000 of Community Development Block Grant (CDBG) funds to acquire, redesign and rehabilitate the troubled complex. The newly renovated complex managed by the Housing Authority, Mulberry Commons, is located at 3520 41st Avenue, and features thirteen four-bedroom, two-bathroom apartments with porches, off-street parking, an on-site SETA Head Start early childhood development facility, and common "green spaces" and walkways, Mulberry Commons’ design is focused on community.

Regional Transit’s South Line

The South Line is Regional Transit’s light rail extension project from Downtown Sacramento to Meadowview Road. This project is scheduled for completion by September 2003 and will include two stations in the Franklin Redevelopment Area – Fruitridge Road and 47th Avenue stations.

In addition to the light rail extension project, RT is completing a planning project for the South and Folsom light rail corridors. Called the "Transit for Livable Communities" or TLC project, it is a strategic planning process that involves community members to assist in developing a number of preferred land use scenarios for light rail station sites on each of the two corridors.
