WELCOMING REMARKS – Mr. Blankenship welcomed those in the audience to
the Franklin Boulevard RAC meeting. He also mentioned that he would be retiring
at the end of the year, but his last RAC meeting would be in January. Mr.
Pahule mentioned that Mr. Golden was no longer employed by the SHRA, and that
he would assume staff responsibilities for the Franklin RAC until a staff
person was hired.

2004 RAC MEETING MINUTES
No action was taken on the minutes.
V.
ACTION ITEMS –
A. Release of Request for
Proposals for the 46th/Lang Site
Ms. Emily Hottle from SHRA
presented a report requesting authorization for the SHRA to release a Request
for Proposals (RFP) for the property located at 46th and Lang
Avenues in the unincorporated Sacramento County area of the Franklin RDA. The
RFP seeks to find a developer to produce 60-70 single family homes on the seven
acre property. The RFP also includes a requirement that the developer use a
manufactured housing product.
Following discussion, the
RAC unanimously recommended to approve the release of the RFP for the 46th/Lang
site.
B. Housing Choice Voucher
Program
Mr. Pahule provided an overview of the federal Housing Choice Voucher (HCV)
Program, and discussed changes at the federal level that have impacted local
Housing Authorities’ ability to house low income residents. In fact, because of
changes to the HCV program, SHRA had to resolve some serious budget
constraints. One way to resolve the budget issues is to use redevelopment
housing tax increments to fund HCV costs. Therefore, the City Council and Board
of Supervisors voted to authorize the use of up to $250,000 from each
redevelopment area to fund HCV program costs in December 2004.
VI.
INFORMATIONAL ITEMS –
A. Mr. Pahule provided an update
regarding the following issues for the Franklin Boulevard Project Area:

Franklin Boulevard Streetscape: Design is still underway to construct
$3.4m of street improvements to the Franklin corridor in the County section
from Fruitridge to 52nd Avenue.
·
SHRA Budget: The City Council and Board of Supervisors recently
approved the 2005 Budget for SHRA, which included over $1m in funding for the
Franklin Boulevard Redevelopment Area. Staff will work with the RAC to
determine the best possible ways to invest the funds in the Project Area.
·
Plan Amendment Feasibility Study: Staff is working with a consultant to
explore options to amend the Franklin Boulevard Redevelopment Plan to better
redevelop the community. The study should be complete in January 2005, and the
RAC will discuss options.
