  1. Call to order 5:45 p.m.
  2. Members Present: Paul Blankenship, Adriane Guzman, John Kuckowicz, Anita Shumaker, and Kathy Wojnarowski.
  3. Members absent: Adina Medina, Caleb Pagan, and Darrin Pradie.

IV Minutes approved for September 10, 2003 RAC meeting – Committee Members

V Subcommittees Report – NRT volunteer decided, Kathy Wojnarowski and alternate Anita Shumaker, to begin meeting in November.

VI Action Items –

  1. Committee to decide on RAC member for advisory committee to 46th and Lang Street Housing Development Project, members for selection are Adina Medina, Darrin Pradie, and Anita Shumaker. Tricia Powers to conduct personal voting with RAC members on an individual basis. Duties will include reviewing and scoring proposals that are submitted prior to interviews, attend a meeting to discuss each proposal, and participate on two to four interview panels.
  2. 2004 tax increment projections and allocations – Tricia Powers, Motion was made to allow the transfer of $ 10,000.00 in Franklin Blvd. tax increment to the 2004 – 2009 Franklin Blvd. Redevelopment project area implementation plan; Transfer

$ 25,000.00 in Franklin Blvd. tax increment to the Franklin Blvd. Redevelopment Project Area Market Study; Transfer the remaining $ 16,993.00 of 2004 tax increment for capitol projects/programs to the Development Assistance Fund, and transfer $ 152,665.00 of 2004 low/mod income housing tax increment to the housing Development Assistance Fund.

VII Information Items

1. Extension of Redevelopment Plan Limitations – Tricia Powers. Due to State budgetary constraints, and the shift of $135 million in statewide redevelopment funds to the Educational Revenue Augmentation Fund (ERAF), the Governor signed Senate Bill 1045, which allows redevelopment areas to extend the life of the redevelopment plan and the ability to repay debt by 1 year.

2. The Council and Board have opened recruitment for new member applications for the Franklin RAC. The open positions include 3 Rental Occupants and 2 Community Based Organization representatives. Application process closes October 31, 2003.

3. Deeble Street development final meeting October 16, 2003, at 6 p.m., at Ethel Phillips Elementary School, 2930 21st Avenue.

    1. Streetscape Plan "B" Chosen for the Franklin Blvd. Redevelopment area.
    2. North City Farms Streetlight project for residential area east of Franklin from Sutterville to Fruitridge Rd. has a completion target date of September 2004. Currently requesting easements from property owners.

6. Manufactured Home Tour to be decided for the RAC members within the upcoming month.

7. Food King, exterior rebate application received. Owner has chosen an architect to design the façade improvements.

    1. Guest Vivian Swinberg, asking for appropriate manner to request implementation of signalized cross walks for Franklin Blvd. between the intersections of Sutterville Rd and south to Fruitridge Rd.
