Minutes approved for March 12, 2003 RAC Meeting

Introduction of new planner Tricia Powers

• Presentation of Site Plan for 80 cottage style units for disabled, homeless persons;
• Entrance will be off of MLK. Jr. Blvd. behind the Arco Station;
• Project is consistent with County Zoning requirements and staff is currently working on architectural elements and design of on site community building (admin offices and resident services);
• Once project is up and running security measures will be in place (gated community with limited entrances/exits and closed circuit cameras placed strategically by Sheriff’s Dept. Additionally, project staff will be on site 24/7 and van services and health services will be available to residents;
• Working with current property owners around site to repair the existing fence;
• Currently working to keep site clean and to keep people off of the site – coordination efforts between project staff (Cindy Seaman – project manager) and County Code Enforcement have been established;

• Looking to secure balance of financing Winter of 2003 and to begin construction Feb/March 2004;
• Have only recently received some of the approvals from County Planning and have not progressed any on additional detail of site layout – such as: fencing, materials, specific locations of cameras and further development of unit design;
• Project staff plans to return to the RAC and FBBA to provide additional updates as progress is made
• Public comments: Not against project, but Franklin is not the right place for this type of project – there are limited services to support disabled people and the Franklin area is a dangerous place. The disabled resident’s safety and well being will be at stake;
• Public has legitimate concerns, but project staff intends to continue to work with the County and the community to deal with issues.

2. Franklin Blvd. Business Association Quarterly Report, Ernie & Marlene DeAngelo

• The Chair appointed SHRA staff to act as the Secretary until new members are brought on the RAC and the full RAC can nominate and elect a member for the position;
• Paul Blankenship was appointed interim Vice-Chairperson until new members are brought on and another election can take place.

• Currently the recruitment period for the Franklin RAC is open – both the City and Council will close on 6/27. Recruitment is for 10 positions (3 Residential Tenants, 3 Residential Property Owners, 2 Business Owners, and 2 CBO representatives).
• Deeble Street: Public Works and SHRA staff visited the site and determined that due to a severe difference in grading on the site a 10 ft – 12 ft wall will be necessary instead of the 6 ft wall that was previously thought. This change will call for a significant increase in cost. Councilmember Hammond will host a community meeting at Ethel Phillips School on 6/23/03 at 6:30 p.m. to find out what type of wall the community would like to see. Currently $115,000 is available for the project. Cost estimates and designs will be presented at the community meeting – staff encouraged RAC those interested to attend the meeting to voice their opinions and concerns.
• County Streetscape: County and Carter Burgess are currently working on the project. The survey information provided by the County was incomplete and needs to re-collected in order to provide the missing information to Carter Burgess. Once Carter Burgess receives the completed survey data the schematic designs will be presented to the community – date TBD (most likely within a couple of months). Design to include landscaping of existing medians, the addition of curbs/gutters/ sidewalks, street trees, lighting and signage.
• East Side of North City Farms: Streetlighting Project – 24 lights are to be installed in this neighborhood. Wooden poles. PW identified possible locations for the lights – staff to go out into the community to obtain verbal agreements from property owners for easements at a later date. City will follow up with official paperwork.
• Grand Re-opening of La Plaza: Invitations will be sent to all RAC members shortly for the event that will take place on June 26, 2003 at noon.
• Agency is working to align all PAC/RAC and structure and conduct all meetings in the same way. The format of next month’s agenda will be slightly different.
• Staff received notice from Planning Department regarding a special permit application for Franklin Smog and Alignment. The comment period has passed, but staff called the project manager to ask for a time extension to allow RAC members that opportunity to review the application and comment if they felt inclined to do so.
