Meeting of April 14, 2004

The meeting was called to order at 5:42 p.m.

- JANUARY AND MARCH 2004 RAC MEETING MINUTES
The minutes were not approved at this meeting, as there was not a quorum. An action will be taken on the minutes at the next meeting where there is a quorum.
- ACTION ITEMS – There were no action items.
- INFORMATIONAL ITEMS –
- Martin Luther King Village/Mercy Housing: Presenter: Cindy Seaman
- The housing development will be approximately 80 units to house the disabled, homeless and the mentally ill.
- There will be 24 hour 365 days a year support and services staff on the grounds provided by Turning Point.
- The rentals will range from 400 sq. foot cottages and some duplexes. The rental rate will be decided upon the median income and there will be an agency review to determine eligible occupants.
- Concerns have been submitted to the project consultant about changing the primary access entrance for the development due to increased traffic on the adjacent lot of the AM/PM Market. They are looking into purchasing the vacant lot of property from SMUD and the ability to change property easements to accommodate the flow of traffic and address the community’s needs.
- Other concerns of the public were security concerns. The project will have a 24-hour security system monitored by McMillion Turnkey Consultants. They will be adding a concrete masonry wall with a laser beam top for monitoring any activity over the wall barrier. Closed circuit TV and lock boxes will also be installed. Landscaping will be conducive to security concerns.
- There will be basketball courts and a dog walk. Special allowances for a roadway will be included for emergency vehicle access.
- The primary funding for this project is secured by Prop. 46 and ground breaking is expected in the fall of 2004. They are currently working with code enforcement for the City of Sacramento to clean up the lot as the day laborers in the area are leaving behind garbage, and debris is being dumped on the lot. Fencing will be installed in the very near future.
- Victoria Station: Presenters: Craig Stradley and Seann Rooney
- New Phase Development has submitted a proposal for a mixed use development that would include retail space, residential rental units, 113 single family homes and a large green space on a vacant 15-acre parcel on 47th Avenue and Stiener Rd.
- Single family homes will be approximately 1200 to 1800 square feet with 15 different styles of homes starting in the low $200,000s. The single-family homes will be owner occupied. The single-family homes will have a homeowners association to maintain the green space area. Project slated to begin in spring of 2005.
- The retail portion of the development will front 47th Avenue. The rental townhouses will be placed above the retail portion of the project. Parking for the retail business will be located behind the property, with pedestrian-friendly frontage.
- 47th Avenue will maintain two lanes of traffic on each side, a bike lane will be included as will a row a parallel parking.
- The current water drainage canal will be restored to a creek with a pathway and a large green space for recreation.
- 2005-2009 Implementation Plan Tricia Powers
- The Agency has been preparing to update the Implementation Plans for all redevelopment areas. An Implementation Plan is a strategic document that plans out projects and programs for a redevelopment area for a five-year period.
- Staff conducted a visioning workshop with representatives of City and County departments who are active in the Franklin redevelopment area. The final outcome of the workshop was a list of possible improvement projects that could be pursued during the next five years.
- Staff notified the RAC and community that at the May meeting a brainstorming session would be conducted for the RAC to provide input on needs in the area that should be addressed in the 2005-2009 Implementation Plan. The RAC was asked to review a handout that provided a list of projects and programs that the City/County representatives came up with collectively during the visioning workshop.
4. Update regarding other redevelopment projects, programs and activities Tricia Powers
- Deeble Street: Bids have been received. City Public Works goes to the City Council for approvals on April 28th and construction is scheduled to begin the end of May. The Tree Foundation is supplying the trees for the contractor to install.
- 46th Street and Lang Avenue Housing Development Feasibility Study: The community meeting was held to solicit input from the surrounding neighborhoods. A second meeting will take place to present site layout plans to the community. Date TBD.
- Franklin Boulevard RDA Market Study: A focus group meeting with key property owners, business owners and brokers in the area has been set up. The consultant will go over the progress of the market study with the group and solicit feedback.
VII COMMUNICATION FROM RAC AND PUBLIC ON ITEMS NOT OTHERWISE ON THE AGENDA
- Seann Rooney has announced that there will be a design plan submitted from Petrovich Developers for a 6-acre parcel acquired from Union Pacific Railroad on Sutterville Rd. for a custom home development. Currently 1/3 of the lot is already cleaned up and continuing through next month.
