Proposed Sacramento Army Depot Redevelopment Area Expansion

  • WHAT IS HAPPENING?

The Sacramento Housing and Redevelopment Agency (SHRA) has started the process of amending the Army Depot Redevelopment Project to expand the redevelopment area boundaries to include nearby properties. The proposed Added Area is immediately west and south of the existing Project Area boundaries and includes the Avondale/Glen Elder Weed and Seed program area, and other adjacent residential neighborhoods. In addition, commercial properties along Power Inn Road, Fruitridge Road, and Elder Creek Road are also proposed to be included.

  • WHY IS THE AMENDMENT TO THE REDEVELOPMENT PLAN BEING PROPOSED?

Since the time that the Army Depot Redevelopment Project was originally adopted in 1995, the redevelopment needs of the area have exceeded the financial resources available. As a result, the community has not seen much progress in the redevelopment of the area. Expanding the boundaries would benefit both the existing Project Area as well as the Added Area by enabling the Redevelopment Agency to more effectively redevelop this portion of the City through assistance on housing and commercial projects and programs, as well as public infrastructure projects.

  • WHAT IS REDEVELOPMENT?

Redevelopment is a process specifically authorized under California law to assist local governments in revitalizing their communities. Redevelopment can rehabilitate properties, build new housing, create jobs, improve public infrastructure and facilities, and stimulate private businesses and development.

  • WHAT DOES THE ADOPTION OF THE AMENDED REDEVELOPMENT PROJECT MEAN TO MY PROPERTY?

If adopted by the City Council, all of the properties within the new redevelopment project boundaries would be eligible for redevelopment benefits, such as financial incentives for rehabilitation and redevelopment. Living in a redevelopment project area means that as redevelopment of the area progresses, you will see gradual improvements. There will not be eminent domain (condemnation) authority over residentially occupied properties in the area.

  • WHAT OTHER PARTS OF SACRAMENTO ARE IN A REDEVELOPMENT AREA?

There are currently ten redevelopment project areas located throughout the City and County of Sacramento: Alkali Flat, Army Depot, Auburn Boulevard, Del Paso Heights, Franklin Boulevard, Mather/McClellan, North Sacramento, Oak Park, Stockton Boulevard and Walnut Grove.

  • WILL REDEVELOPMENT RAISE MY TAXES?

No. Redevelopment agencies have no constitutional authority to raise or levy taxes. Property taxes can only be changed as a result of a reassessment by the county, which typically occurs upon the sale of a property or significant improvements. Redevelopment funds are the result of the rise in property values, not in increase in tax rates.

  • HOW CAN THE PUBLIC PARTICIPATE IN THIS PROCESS?

There will be several meetings occurring before the Planning Commission, Sacramento Housing and Redevelopment Commission, and City Council over the next several months. The next public meetings are scheduled for February 2004.

In addition, a Redevelopment Advisory Committee (RAC) made up of residents, businesses, and community based organizations in the area will be formed to advise SHRA and the City during the plan amendment process. This insures that the insight and perspectives of those who have an interest in the area are represented.
