  • The Pre-Apprenticeship Construction Training Program
    The young adults participating in the program learn construction skills through hands-on experience, obtain a general equivalence degree (GED) through classroom education, and are assisted with permanent placement in the construction trades. Participants in the Avondale/Glen Elder construction-training program built three homes for sale to first-time low and moderate-income home buyers. The homes are a modified craftsman/bungalow style, compatible with existing designs in the neighborhood. Each home is 1300 square feet with living room/kitchen, three bedrooms, two bathrooms, garage, and front yard landscaping. The Avondale/Glen Elder Phase I project is located near Max Baer Park at 7713 and 7725 36th Avenue and 5885 Wilkinson Street, and was completed in January 2000.
  • Avondale and Glen Elder – Weed and Seed
    "Weed and Seed" is a comprehensive program created by the Department of Justice to "weed" out crime from designated targeted neighborhoods, using a wide range of crime and drug prevention strategies involving a multi-agency task force, then "seed" the target area with human service and economic programs to stimulate revitalization. The Weed and Seed boundaries are Fruitridge Road on the north, Power Inn Road on the east, 65th Expressway on the west, and City of Sacramento limits on the south. Recent Projects

The Sacramento Housing and Redevelopment Agency recently appropriated $410,000 of housing funds to the following programs and projects:

  • The Vacant Lot Development Program
    This program provides monetary incentives to developers who construct quality homes on vacant lots in targeted areas and then sells them to low- and moderate-income occupants. This program is currently available in the Weed and Seed area. There are more than 150 vacant lots in this neighborhood. Seven developers are currently approved for program participation. It is estimated that four new homes will be constructed with these funds. A 45-year regulatory agreement with affordability restrictions will be executed upon sale. $100,000 allocated.   • The Pre-Apprenticeship Program
    The Department of Labor Pre-Apprenticeship Construction Training Program is operated by the Northern California Construction and Training (NCCT) to provide construction trades training in the classroom and at the building site. The training costs will be borne by a Department of Labor grant. The Agency has acquired a developable vacant lot on Belleview Avenue and has granted it to NCCT through a Disposition and Development Agreement. One home will be built and then sold to a low-income first-time homebuyer. $60,000 allocated.
  • "Our Dream Street" with Rebuilding Together
    This is an event for about 15 homes, which increases homeowner’s comfort and safety, improves the visual impact of the neighborhood, increases property values, renews neighborhood pride, and increases homeowner motivation to maintain their home. This program has been very successful in the Del Paso Heights Redevelopment Project Area and will be replicated by the non-profit Rebuilding Together in the Avondale neighborhood around Max Baer Park. Low-income families will be targeted by the event, and applicants must be owner-occupants of the home. $50,000 allocated.
  • Target Area Home Buyer Program
    This Program helps homebuyers purchase homes by providing financial assistance toward down payment and closing costs. The goal is to help low-income homebuyers purchase homes that they can afford with a minimal amount of Agency assistance in order to promote home ownership and the associated benefits. $100,000 allocated.   • Target Area Create a Loan Program
    This Program is designed to provide financing for home improvements to low-to-moderate income homeowners. This program offers special financing incentives for owner-occupied single family homes located in Agency designated Target Areas. $100,000 allocated.
