I. CALL TO ORDER
Ms. Chiang called the meeting to order at approximately 5:30 p.m.
II. ROLL CALL
Roll call was conducted.
RAC Members Present: Mario Affinito, Jose Chacon, Don Colquitt, Joe Hensler, Burnie Lenau, Tim Lien, Dorothy Medley, Ted Ortiz, Steve Vourakis, Liz Wills
RAC Members Absent: Rosalie Vierra
Staff Present: Ya-yin Chiang (SHRA)
III. APPROVAL OF MEETING MINUTES
The Committee approved the minutes to the August 25, 2004 meeting by a unanimous vote on a motion by Mr. Vourakis and seconded by Ms. Wills
IV. REDEVELOPMENT ITEMS
A. Committee Meeting Ground Rules
Ms. Chiang presented sample meeting ground rules for meeting conduct which the committee discussed and agreed to follow at future meetings. They are as follows:
§ Keep time schedules: be on time, start on time, end on time
§ Give proper notice for absence and if leaving meeting early
§ Solicit participation from all members
§ Comments will be non-judgmental
§ Individuals can agree to disagree
§ No one will interrupt anyone else
§ Mutual respect will be evident/practiced
§ Questions will be asked for clarification
§ Allow one conversation at a time, no side conversations
§ Honor points of view that are different than yours
§ Speak openly and honestly
§ Support the objective of the meeting by keeping discussion focused on relevant topics
§ Respect the views of all participants
§ If you agree to something, fulfill it
§ Paraphrasing other’s comments to ensure effective listening and understanding
§ Asking questions for clarification when we don’t understand
§ Giving open, honest feedback in a way that builds unity and not division
§ Checking for consensus before finalizing decisions
§ Attacking problems and opportunities, not people
§ Confronting each other in a supportive manner when we unknowingly violate these ground rules
§ Respect for past issues, discussions, and decisions
§ Be prepared for meetings
§ Don’t rush to decision
B. Army Depot Five-Year Implementation Plan – Project Priorities
Committee and community members were assigned into three groups to do an exercise to identify a priority of projects. Each group was given a list of all the projects that have been identified to date and were asked to put the projects into three priority tiers. After the group exercise, each group reported out on their main priorities.
C. Redevelopment Area Report
1. 65th Street and Fruitridge Road Intersection Improvements Update – Ms. Chiang gave an update and presented the latest drawings for the monument signs at the NE and SE corners of 65th Street and Fruitridge Road. Committee members felt very strongly that the monument signs be illuminated. Ms. Chiang indicated that when the subject had been previously discussed with City Department of Transportation staff, that City staff had indicated that it was City policy not to light monument signs in the City. Committee members asked Ms. Chiang to further explore the issue with the City.
2. September Meeting Date Change – To September 29, 2004. Due to a conflict with another public meeting on the next regularly scheduled meeting date, Ms. Chiang requested that the next meeting be changed to September 29. Members were in agreement with the proposed date change.
3. Commercial Revitalization Program – Ms. Chiang indicated that the time period for the eligibility of businesses along Fruitridge Road for the Commercial Revitalization Program is set to expire on October 15.
4. Ms. Chiang gave an update on status of the plan amendment process, indicating that a lawsuit had been filed by the property owner of Depot Park in the existing project area challenging the third amendment. Committee members indicated the importance of Depot Park to the area and a partnership with the owner, and discussed ideas of how to outreach to the property owner to help alleviate concerns about the amendment.
IV. COMMUNICATION FROM RAC MEMBERS AND PUBLIC ON ITEMS NOT ON THE AGENDA
§ The 10th annual Neighborhood Day is scheduled for September 25th. All are invited to attend.
§ The Power Inn BTA is having a clean-up day on Power Inn Road on August 28th from 8 a.m. to 12 p.m. All are invited to participate
