La Valentina Development Site RFQ

The Sacramento Housing and Redevelopment Agency (Agency) is requesting qualifications from experienced development teams to plan, design and construct a mixed income residential or mixed use development.

The development opportunity includes eight contiguous mostly vacant parcels totaling approximately 52,336 square feet. The site is located on the east side of 12th Street between C and E Streets and adjacent to the Alkali Flat/La Valentina Light Rail Station. This ideal location provides a unique opportunity to team with both the Agency and the Sacramento Regional Transit District (RT) to create a transit-oriented development and help revitalize this section of 12th Street.

Globe Mills - The Future Crown Jewel of Alkali Flat

Globe Mills, a designated City Historic Landmark, is one block north of the Alkali Flat North National Historic District.  It is a former grain and cereal mill complex, first developed in the early 1900's, and operated under sequential ownership until approximately 1970.  Sporadic use of the site since 1970 has left the complex in a severely dilapidated condition.

 After four years of pre-development work, SHRA is now in a position to save the Globe Mills from further deterioration and return the site to productive use, and commence construction as soon as the end of 2005.   

The reuse project, put together by C.F.Y. Developers, Inc. will preserve the historic mill buildings, converting them to 31 market-rate one- and two-bedroom apartments.

Two new buildings will be built on site to house 110 low-income seniors.  The architect has submitted a design for the new construction that complements, but is not imitative of the historic architecture of the mill buildings.  The project will include tenant-serving retail and common area facilities.  The prospective developer manages his projects in the interests of active seniors,

Gateway Master Plan

SHRA teamed with the City of Sacramento to create the Gateway Master Plan. The plan will identify recommended circulation plans for pedestrians and bicyclists, streetscape design recommendations, and infrastructure improvement recommendations that may include sidewalk improvements, lighting, and other improvements within the right-of-way.  The focus of the Master Plan will be on North 12th, North 16th, and North B Streets.   

Potential improvements include:

 N.12th St.-

            1. Streetscape and lighting improvements;
            2. Improve ramps at corners;
            3. Explore adding the Dos Rios Light Rail Station;
            4. Add sidewalks and replace fencing on the east side;
            5. ROMA plan calls for 180’ ROW on N.12th Street.

 N.16th St-

            1. Streetscape enhancements & lighting;
            2. Improve the safety of the intersection at Sproule Ave. with a split-phase signal/loop detector;
            3. Study a demand actuated pedestrian signal at N.C St, timed with light at N.B St/N.16th St;
            4. Study change from 4 lanes to 3 lanes and adding parking;
            5. Build a standard corner at N.B St./N.16th St;
            6. Improve ADA accessibility at corners;
            7. Resolve drainage issues.

 N.B Street- Is a primary east-west pedestrian thoroughfare.

                        1. Study the conversion from 4 lanes of traffic to 2 lanes with center  turn lane and on-street bike lanes;
                        2. Examine possibility of crosswalks at Ahern Street;
                        3. Improve lighting;
                        4. Complete sidewalks.

 McCormack Street- No sidewalks proposed, add lighting

 N.C Street- Is an east-west pedestrian thoroughfare.

            1. Improve Ahern intersection as 4-way stop;
            2. Study adding curb/gutter/sidewalks;
            3. Improve lighting.

 A St.- No improvements proposed at this time.

 Sproule St-

            1. Resolve drainage issues;
            2. Provide adequate sidewalks & lighting.

 Ahern St.-

            1. Study adding crosswalks at intersections;
            2. Improve lighting;
            3. Explore adding sidewalks and drainage.


524 Restaurant Building – Bringing History Back to Life

This project consists of the historic rehabilitation of the building at 524 -526 12th Street. 

 Built in 1892, it is one of the few examples of an early mixed-use building in the Alkali Flat area.  The proposed project consists of three ground floor commercial spaces, including the 524 Club Mexican Restaurant, a long time neighborhood landmark.
