WHAT IS HAPPENING?
The Redevelopment Agency of the City of Sacramento and the Sacramento
City Council has completed the process of adopting of a redevelopment plan
and redevelopment project area for the properties in and around 65th
Street and Folsom Boulevard. Please see map for the boundaries of the
redevelopment area. The redevelopment plan provides the Redevelopment
Agency the ability to receive and spend tax increment revenue, help
improve public infrastructure, prepare sites for development, assemble
property, participate in the redevelopment of a property, encourage
private development, and produce affordable housing for low-and-moderate
income families.
WHY IS THE REDEVELOPMENT PLAN AND PROJECT AREA BEING PROPOSED?
The City of Sacramento desires to see the area improved in a manner
consistent with the City’s General Plan and specific plans by funding
improvements around the transit station, improving property values,
developing vacant properties, and redeveloping underutilized properties.
Because these goals have not been accomplished by the private sector
through previous efforts of the City, redevelopment was approved for the
area. In addition, redevelopment enables assistance on housing and
commercial projects and programs, as well as public infrastructure
projects.
WHAT IS REDEVELOPMENT?
Redevelopment is
a process specifically authorized under California law to assist local
governments in revitalizing their communities. Redevelopment can
rehabilitate properties, build new housing, create jobs, improve public
infrastructure and facilities, and stimulate private businesses and
development.
NOW THAT THE AREA IS
ADOPTED, WHAT DOES THE REDEVELOPMENT PLAN MEAN TO MY PROPERTY?
Properties within the redevelopment project boundaries that meet
redevelopment requirements are eligible for redevelopment benefits, such
as financial incentives for rehabilitation and redevelopment. Living or
owning property in or near a redevelopment project area means that as
redevelopment of the area progresses, you will see gradual improvements.
There is not eminent domain (condemnation) authority over residentially
occupied properties in the area.
WHAT OTHER PARTS OF SACRAMENTO ARE IN A REDEVELOPMENT AREA?
There are twelve other redevelopment project areas located throughout
the City and County of Sacramento: Alkali Flat, Army Depot, Auburn
Boulevard, Del Paso Heights, Downtown, Franklin Boulevard, Mather/McClellan,
North Sacramento, Oak Park, Richards Boulevard, Stockton Boulevard and
Walnut Grove.
WILL REDEVELOPMENT RAISE MY TAXES?
No. Redevelopment agencies have no constitutional authority to raise or
levy taxes. Property taxes can only be changed as a result of a
reassessment by the county, which typically occurs upon the sale of a
property or significant improvements. Redevelopment funds are the result
of the rise in property values, not in increase in tax rates.
HOW CAN THE PUBLIC PARTICIPATE IN THIS PROCESS?
The 65th Street Redevelopment Advisory Committee (RAC), made up of
residents, businesses, and community based organizations in the area,
meets monthly on the first Thursday of each month on redevelopment items
within the area. This insures that the insight and perspectives of those
who have an interest in the area are represented. All RAC meetings are
