I. CALL TO ORDER
The meeting was called to order at approximately 6:10 p.m.
II. ROLL CALL
Roll call was conducted.
RAC Members Present: Mel Billingsley, Steve Jones, Gary Little, Maggie O’Mara, Scott Rasmussen, Dave, Sikich, J.D. Stack, Christopher Wilson
RAC Members Absent: Matthew Altier, Jonathan Clayton, Taiwo Jaiyeoba, Betty Lopez
Staff Present: Ya-yin Chiang (SHRA), Todd Leon and Ashley Feeney (City Planning), Ted Davini (City DOT)
III. INTRODUCTIONS
Community members in attendance introduced themselves. Ms. Chiang introduced new RAC member Scott Rasmussen who filled the joint District 3 and District 6 seat on the committee. Ms. Chiang also informed the RAC that Joshua Wood has resigned from the committee due to his graduation from CSUS and his term as Associated Students, Inc. (ASI) president ending. The seat vacated by Mr. Wood is designated for a representative of ASI at CSUS.
IV. APPROVAL OF April 7, 2005 RAC MEETING MINUTES
The minutes were approved by a unanimous vote on a motion by Mr. Billingsley and seconded by Mr. Wilson.
V. REDEVELOPMENT ITEMS
A. City of Sacramento Infill Model House Plans
Mr. Ashley Feeney with the City of Sacramento Planning Department gave an overview of the proposed infill model house plans. Four sets of plans including bungalow, cottage, and craftsman style homes, each with three different elevations, will be made available for purchase at a low cost. This pilot program seeks to facilitate development of high quality single family homes on vacant residential infill lots by streamlining the process and “pre-approving” the house plans. It is expected that the program will be before the City Council in August.
B. City of Sacramento General Plan Update
Mr. Todd Leon with the City Planning Department gave a brief overview of the City of Sacramento’s General Plan Update. The City’s General Plan is a guide for future development that is used by the City in evaluating projects. Various elements are required to be addressed in a General Plan by State Law including housing, conservation, mobility, land use, open space, public safety and noise. The City of Sacramento’s General Plan will also include chapters on Historic Preservation, Economic Development, and Community Design. The City has been holding a series of town hall forums throughout the City, and the next meeting will take place on June 15, 2005 at the Coloma Center, 4623 T Street. The entire General Plan update process is expected to take approximately 2 ˝ years.
C. Redevelopment Area Update
1. Ms. Chiang gave the following updates:
§ The Agency has been working with a consultant group on developing a vision for the “Station Block” and a workshop will be held in mid-June. Details on the workshop will be sent out shortly.
§ The City Department of Utilities will be attending a future RAC meeting to discuss the specifics of the Detention Basin project.
2. Mr. Davini gave the following updates:
§ The City Dept. of Transportation has begun looking at a feasibility study for improvements on Redding Avenue between 4th Avenue and Q Streets. The project will be agendized for the July RAC meeting.
§ The US Highway 50/65th Street interchange project is also being looked at by the City Department of Transportation. A feasibility study is currently underway. Many Caltrans issues are anticipated with this project.
§ The RAC will be kept informed on the progress of the Folsom Improvement Project. Due to issues that have been raised and the development of the Transit Village Plan in the area, additional issues are being explored. The Agency is working together with the City DOT on evaluating the consistency of the proposed project with transit village principles.
3. Other updates and discussion:
§ The new Office Depot/commercial project at the southwest corner of 65th Street and Folsom Blvd. is expected to open in June 2005.
§ The residential/commercial project on the “L” shaped parcel adjacent to the new Office Depot project is expected to begin construction in July 2005.
§ The Jefferson Lofts project has been continued from the June 9th Planning Commission meeting to a new meeting date to be determined.
§ RAC members inquired about Design Review in the area. Ms. Chiang indicated that she would contact Luis Sanchez with the City’s Design Review Department and invite him to a future meeting to discuss the Design Review process.
§ RAC members requested a list of projects that are happening in the 65th Street area.
VI. COMMUNICATION FROM RAC MEMBERS AND PUBLIC ON ITEMS NOT ON THE AGENDA
Ms. Fuentez noted that east Sacramento needs department stores in the area and supports a proposed Target store in the area.
