I. CALL TO ORDER
The meeting was called to order at approximately 6:15 p.m.
II. ROLL CALL
Roll call was conducted.
RAC Members Present: Matthew Altier, Mel Billingsley, Jonathan Clayton, Gary Little, Maggie O’Mara, Howard Schmidt, Christopher Wilson
RAC Members Absent: Jim Donovan, Taiwo Jaiyeoba, Steve Jones, Betty Lopez, Dave Sikich, J.D. Stack, Joshua Wood
Staff Present: Ya-yin Chiang (SHRA), Todd Leon (City Planning)
III. INTRODUCTIONS
Community members in attendance introduced themselves. Ms. Chiang also introduced two new RAC members, Mel Billingsley and Maggie O’Mara who replaces Katherine Klein and Ester Rios-Alexander on the committee.
IV. APPROVAL OF January 6, 2005 RAC MEETING MINUTES
The minutes were approved by a unanimous vote on a motion by Mr. Schmidt and seconded by Mr. Clayton with the correction that the meeting was adjourned in memory of Congressman Robert Matsui.
V. REDEVELOPMENT ITEMS
A. 65th Street Detention Basin Project, California Infrastructure Economic Development Bank Loan
Ms. Chiang gave a brief presentation recommending that the Redevelopment Agency use future tax increment funds to pay back a loan from the Infrastructure Bank to fund the Detention Basin Project in the 65th Street Redevelopment Area. The City Department of Utilities would apply for the loan. In exchange for tax increment repayment of the detention basin project, the City Department of Utilities would complete off-site Combined Sewer System improvements. Committee members had questions in regards to the design and amenities at the Detention Basin. Ms. Chiang indicated that Department of Utilities staff would be invited to a future meeting to present in more detail the Detention Basin project. Staff recommendation was approved by a unanimous vote on a motion by Mr. Altier and seconded by Mr. Schmidt.
B. Guidelines for Individual Project Review
Ms. Chiang gave a brief presentation on the proposed process to establish guidelines for individual project review for development projects. Staff recommendation was approved by a unanimous vote on a motion by Mr. Schmidt and seconded by Mr. Little.
C. Redevelopment Area Update
1. Ms. Chiang informed the committee of the City’s General Plan update process and handed out flyer regarding Town Hall Forums that will be held in May and June.
2. Mr. Leon gave the following updates:
§ The proposed loft project at 65th Street and Folsom Boulevard should begin construction in summer/fall of 2005.
§ The City’s Department of Transportation is currently looking at a feasibility study for Redding Avenue improvements between 4th Avenue and Q Street.
§ The Financing Strategy that is being development to look at funding various infrastructure projects in the 65th Street/University Transit Village Plan area should be complete within the next few months.
VI. COMMUNICATION FROM RAC MEMBERS AND PUBLIC ON ITEMS NOT ON THE AGENDA
Mr. Altier with CSUS indicated that the University was still negotiating with the State for the former California Youth Authority property on Ramona Avenue. Mr. Altier also indicated that CSUS submitted a proposal for property that RT has issued a request for proposals for at the Power Inn light rail station.
Mr. Billingsley indicated that BP, who owns the ARCO gas station at 4th Avenue and 65th Street may be renovating the business.
