I. CALL TO ORDER
Ms. Katherine Klein called the meeting to order at approximately 6:10 p.m.

Community members in attendance introduced themselves.
IV. APPROVAL OF December 2, 2004 RAC MEETING MINUTES
The minutes were approved by a unanimous vote on a motion by Mr. Sikich and seconded by Ms. Rios-Alexander.
V. REDEVELOPMENT ITEMS
A. 65th and Folsom Mixed-Use Development (6438 Folsom Blvd.)
Mr. Scott Rasmussen, the project developer, gave a presentation on the proposed mixed-use project near the southwest corner of 65th Street and Folsom Boulevard. Located on 4.68 acres of land, the proposed project includes approximately 10,650 square feet of retail space, a four-story building of residential lofts, and six live-work spaces, for a total of 141 residential rental units. The project also proposes to include 180 parking spaces. An application has been submitted to the City Planning Department for the required Planning Director’s Plan Review. Construction of the project is expected to take approximately 18 months with a goal of completing the project in 2006.
B. 65th Street Detention Basin Project, California Infrastructure Economic Development Bank Loan
Ms Chiang informed the RAC that the Agency has been discussing with the Department of Utilities applying for a loan through the California State Infrastructure Bank to fund the 65th Street detention basin project, which would be repaid with tax increment funds. At the same time, the Agency is also discussing with the Department of Utilities the funding and completion of the Combined Sewer System project. The funding and completion of both these projects is an opportunity for the City and Agency to help alleviate two of the major impediments to implementation of the Transit Village Plans in the 65th Street area. The item discussed was informational only, once more details of the loan are further underway this project would be brought back before the RAC for an action.
C. Redevelopment Area Update
1. Due to the staggering of terms of the 65th Street RAC, the first terms for 5 committee seats will be opened from January 11, 2005 to February 11, 2005. Members are eligible for 2 consecutive terms but need to reapply. Applications were provided at the meeting.
