CALL TO ORDER
Ms. Katherine Klein called the meeting to order
at approximately 6:05 p.m.

Community members in
attendance introduced themselves.
IV.
APPROVAL OF October 16, 2004 RAC MEETING MINUTES
The minutes were approved by a unanimous vote on a
motion by Mr. Altier and seconded by Mr. Sikich.
V.
REDEVELOPMENT ITEMS
A.
Folsom Boulevard Widening Project
Mr. Ted
Davini, with the City Department of Transportation gave an
overview of the Folsom Boulevard Widening and Ramona Avenue Extension
Project. The proposed improvements
include widening Folsom Boulevard from two to four lanes, reconstructing the
intersection at 65th Street and Folsom Boulevard, improving Elvas Avenue
and Folsom Blvd. connection, improving Ramona Avenue and extending Ramona
Avenue to Folsom Blvd., landscaping medians and planter strips, new curb,
gutter, sidewalks, bicycle lanes, and street lighting. Mr. Davini indicated that the City is looking
at an initial phase, which would set aside the right-of-way for full
improvements, but would not include proposed double left turn lanes and right
turn pockets with the initial construction.
It is anticipated that the project will be federally funded, with the
next round of federal funds available in 2009.
B.
65th Street Area Planning
Entitlements and Ordinances
Mr. Todd Leon, with the City Planning
Department gave a PowerPoint presentation outlining the area plans that have
been adopted for the 65th Street area, which are the 65th
Street/Transit Village Plan and the South 65th Street Area
Plan. Adoption of those plans also
rezoned properties within the plan areas to include a Transit Overlay
designation. The presentation included a
matrix showing the land use and zoning for properties within the areas and the
allowed and prohibited uses for the zones as well as density requirements. The recently adopted Light Rail Ordinance
only applies to properties within a quarter mile radius of a light rail station
that does not already have a Transit Overlay designation.
C.
Redevelopment Area Update
1. The 65th Street Five-Year Implementation
Plan was approved by the Sacramento Housing and Redevelopment Commission and
the City Council in November.
2. Workshops to discuss
smart-growth, transit-oriented development, and density are being discussed for
2005. The workshops would offer
community members in transit-oriented development areas an opportunity to learn
more about the planning principles behind that type of development.
3. 65th Street RAC member term expirations
were handed out to RAC members. Due to
the staggering of terms, the first terms for 5 committee seats will expire in
January 2005. Members are eligible for
two consecutive terms.
