Meeting Minutes

I.                   CALL TO ORDER

Ms. Chiang called the meeting to order at 6:00 p.m.

 

II.                ROLL CALL

Roll call was conducted.

RAC Members Present: Matthew Altier, Jonathan Clayton, Jim Donovan, Taiwo Jaiyeoba, Steve Jones, Katherine Klein, Gary Little, Betty Lopez, Ester Rios-Alexander, Howard Schmidt, Dave Sikich, J.D. Stack, Brian Vail, Christopher Wilson, Joshua Wood

Staff Present: Ya-yin Chiang (SHRA), Jim Simon (RSG), Jim McDonald (City Planning), Todd Leon (City Planning)

 

III.             REDEVELOPMENT ITEMS

 

A.                 65th Street Redevelopment Plan

Mr. Simon, the Agency’s redevelopment consultant with the firm RSG, went through in detail the draft 65th Street Redevelopment Plan (Plan).  The Plan provides the authority to implement a variety of redevelopment tools bud does not provide site-specific detailed land use or redevelopment proposals for the Project Area.  The Plan lists major goals for the Project Area, outlines the permitted actions of the Redevelopment Agency, establishes land use policies for the Project Area, outlines the proposed method of financing redevelopment activities and contains a boundary map, legal description, land use map, and a list of public improvements that may be undertaken by the Redevelopment Agency.  Mr. Simon and Ms. Chiang answered questions from RAC members including topics covering housing requirements and obligations, bonds, prevailing wage requirements, and nonconforming uses.

 

B.                  65th Street Implementation Plan

Ms. Chiang indicated that California Redevelopment Law requires that redevelopment agencies adopt a five-year implementation plan for all project areas containing specific programs and potential projects for the next five years.  Mr. Simon outlined general guidelines on permissible and impermissible uses of tax increment funds, and Ms. Chiang went over a sampling of projects the Redevelopment Agency has completed in other parts of the City and County of Sacramento.  Mr. Simon and Ms. Chiang took down potential project and program ideas from RAC members and members of the community.  Ms. Chiang indicated the Agency would take the comments and a Draft Implementation Plan would be developed and brought back to the RAC at the next meeting for consideration.  The following is a list of those projects and programs:

 

Public Infrastructure and Facility Program

·         Relieve traffic impacts

·         Light rail from 65th street to CSUS (better connections, more riders)

·         More pedestrian friendly environment (i.e. pedestrian bridge or tunnel)

·         Parking Facilities to support development (up not out) and light rail ridership

·         Park facilities (at Detention Basin)

·         Redding Avenue improvements

·         Improvements to 65th Street light rail station itself (beautification, elevating station)

·         Light rail crossing at 65th Street (elevate)

·         Streetscape improvements to commercial corridors within Project Area

·         Coordination between Public Works/Traffic Division objectives and Redevelopment/ Planning objectives

·         Reduce traffic impacts to residential neighborhoods (trucks cut through, divert traffic)

Commercial and Economic Development Program

·         Enhance 65th Street station area (more retail)

·         More neighborhood serving retail hubs

·         Mixed-use development (ground-floor retail with housing)

·         Higher-density development

·         Elvas Avenue rehabilitation of businesses/clean-up of businesses

·         Satellite CSUS uses (i.e. bookstore)

·         Campus/Student serving retail (Kinko’s, bookstore)

·         Triangle Site reuse

·         Elvas Avenue new development

·         Design Review for areas outside 65th Street/University Transit Village

·         Elvas Avenue address parking/ access issues

·         Elvas Avenue potential for nursery/gardening use

Housing Program

·         Mixed-use development (townhomes)

·         Non-student housing/urban professional housing (i.e. for CSUS faculty, lofts)

·         Existing housing on 65th Street – improve current conditions (rehab or reuse)

 

C.                 Redevelopment Area Report

Ms. Chiang indicated that the notice announcing the availability of the Draft Environmental Impact Report for the 65th Street Redevelopment Plan was included in the agenda packet.  Ms. Chiang also reminded RAC members to complete and submit the Agency Vendor Information Form and W-9 as well as the Form 700 – Conflict of Interest Statements.  The Form 700 was due by March 4, 2004.

 

IV.              COMMUNICATION FROM RAC MEMBERS AND PUBLIC ON ITEMS NOT ON THE AGENDA

None on items not on the Agenda.
