Meeting Minutes

TUESDAY, February 17, 2004

I.                   CALL TO ORDER

Ms. Chiang called the meeting to order at 6:00 p.m.

 

II.                ROLL CALL

Self introductions were made by everyone present.

RAC Members Present: Matthew Altier, Jonathan Clayton, Jim Donovan, Steve Jones, Katherine Klein, Gary Little, Betty Lopez, Ester Rios-Alexander, Howard Schmidt, Dave Sikich, J.D. Stack, Christopher Wilson, Joshua Wood

Absent: Taiwo Jaiyeoba, Brian Vail

Staff Present: Ya-yin Chiang (SHRA), Jim Simon (RSG), Jim McDonald (City Planning), Matt Anderson (City Planning)

 

III.             REDEVELOPMENT ITEMS

 

A.                 Owner Participation, Property Acquisition and Relocation Process

Mr. Simon, the Agency’s redevelopment consultant with the firm RSG, went through in detail the owner participation, property acquisition, and relocation processes and requirements.  A handout was distributed which provides additional information on these items.

 

B.                  Redevelopment Area Report

Ms. Chiang indicated that a revised RAC roster and SHRA contact sheet was provided to RAC members in their agenda packets.  Ms. Chiang reminded RAC members to complete and submit the Agency Vendor Information Form and W-9 as well as the Form 700 – Conflict of Interest Statements.

 

IV.              INFORMATIONAL ITEMS

 

A.                 65th Street/University Transit Village Plan

Mr. McDonald with the City’s Planning Department gave a PowerPoint presentation overviewing the 65th Street/University Transit Village Plan.  Topics covered in the presentation included the underlying factors to developing the Transit Village Plan, information about the area, purpose of the plan, benefits of transit oriented development, overview of the community process, area issues, an overview of the Transit Village Plan goals, policies, development program, opportunities, urban design plan and circulation plan, and implementation of the plan. 

 

B.                  South 65th Street Area Plan

Mr. Anderson with the City’s Planning Department gave a PowerPoint presentation overviewing the proposed South 65th Street Area Plan.  Topics covered in the presentation included other area projects, the planning process, urban design, and an overview of the South Area Plan goals and objectives, opportunity sites, vision – urban design principles, and implementation program and next steps.  The plan is scheduled to be completed in the summer of 2004.

 

C.                 CSUS Campus Renovation Plan

Mr. Altier with CSUS showed a video on the CSUS Destination 2010 Campus renovation plan.  After the video, Mr. Altier showed a PowerPoint presentation of the renovation plan details, which includes the demolition of 19 buildings, the addition of 5,000 on campus student housing units, a greenway through the center of campus, plans to bring a trolley to campus from the 65th Street area, and many other improvements.

 

V.                 COMMUNICATION FROM RAC MEMBERS AND PUBLIC ON ITEMS NOT ON THE AGENDA

None on items not on the Agenda.
