SYNOPSIS Sacramento Housing and Redevelopment Commission April 2, 2008 ROLL CALL The Sacramento Housing and Redevelopment Commission meeting was called to order at 6:05 p.m. by Chair Roy Fowler. PRESENT: Burruss, Chan, Coriano, Dean, Fowler, Gore, Morgan, Otto, Shah, Stivers (one vacancy) ABSENT: None STAFF PRESENT: Vickie Smith, LaShelle Dozier, Dana Phillips, Nick Chhotu, Christine Weichert, Jim Shields, Leslie Palmer, Greg Wessel, Sarah Hansen, Marti Brown. APPROVAL OF AGENDA The chair announced that Item 3 would be moved to the business calendar. The chair announced that Item 6 would be heard before Item 5 in the workshop section of the agenda. APPROVAL OF ACTION SUMMARY SYNOPSIS 1. Synopsis – March 19, 2008 -approved as amended – page two item number four should read “projections” and not “projects”. CITIZENS COMMENTS 2. None CONSENT 4. Allocation Of Funds And Authorization To Purchase, Abate Hazardous Materials And Demolish 10500 Chaplain Avenue In The Mather Redevelopment Area The Commission recommended approval of the staff recommendation for the item listed above. Del Paso Boulevard Streetscape Improvement Project – El Camino Avenue to Highway 160 Commissioner Burruss asked about the change order and the reason that some of the costs were not anticipated. John Blank from the City’s Transportation department explained that, though they did samples in four areas, the sidewalk ended up needing a significant amount of additional concrete because of irregular depths throughout the project site that were not identified in the sampling. Commissioner Shah commented that the amount seemed reasonable in that it represented only 6% of the overall project budget. The Commission recommended approval of the staff recommendation for the item listed above. The votes were as follows: AYES: Burruss, Chan, Coriano, Dean, Fowler, Gore, Otto, Shah, Stivers. NOES: Morgan. ABSENT: None. WORKSHOPS 5. North Sacramento Redevelopment Area Strategy Overview Marti Brown from the Housing and Community Development Division presented an overview of the strategy for the North Sacramento Redevelopment area. 6. Overview of acquisition process in redevelopment areas Dana Phillips, General Counsel, presented an overview of the acquisition process for the Agency. SHRC Synopsis April 2, 2008 7. Enterprise Zone Program and LAMBRA Program review Greg Wessel, Assistant Director in the Housing and Community Development division, presented an overview of the Enterprise Zone and LAMBRA programs. EXECUTIVE DIRECTOR'S REPORT LaShelle Dozier reviewed the following items: 1) Activities Calendar 2) Vacancy on commission – two names have been forwarded to the Mayor for consideration. 3) Conflict of Interest forms due on April 18th . ITEMS AND QUESTIONS OF COMMISSION MEMBERS Commissioner Shah asked about an update on the Foreclosure situation in Sacramento. La Shelle Dozier responded that staff will be bringing an update on the Foreclosure crisis to the Commission in the next few weeks.
