ROLL CALL

The Sacramento Housing and Redevelopment Commission meeting was called to order at 6:00 p.m. by Chairperson Shah. PRESENT: Burruss, Coriano, Dean, Gore, Hoag, Shah, Stivers. ABSENT: Chan, Fowler, Piatkowski STAFF PRESENT: Vickie Smith, Anne Moore, Lisa Bates, La Shelle Dozier, David

    2. The action summary for September 19, 2007 was approved with a correction to item #2. Commissioner Stivers indicated that the correct spelling was Felix Huerta not Felix Huertas.

5. Affordable Housing Agreement for Colonia San Martin Residential Project The Commission voted to recommend approval of the consent item listed above.

The votes were as follows:
AYES: Burruss, Coriano, Dean, Gore, Hoag, Shah, Stivers.

ABSENT: Chan, Fowler, Piatkowski.

BUSINESS

    1. Relocation Plan for Washington Square III and Sherwood Court Apartments Item moved to the business calendar at the request of the chair. The Commission voted to recommend approval of the Relocation Plan for Washington
    2. Square III and Sherwood Court Apartments. The votes were as follows: AYES: Burruss, Dean, Gore, Hoag, Shah, Stivers. NOES: None. ABSENT: Chan, Fowler, Piatkowski ABSTAIN: Coriano
  1. Owner Participation Agreement between the Housing Authority and Redevelopment Agency for Safety and Security Improvements at the Oak Park Duplex Development

Nick Chhotu, Assistant Director of the Housing Authority, presented the item.

Commissioner Burruss asked if there would be gates installed when the complex is retrofitted. Nick replied in the affirmative. Nick also mentioned that the stone wall at the complex will also be retrofitted.

Commissioner Stivers asked if a more comprehensive renovation will occur in the future. Nick replied in the affirmative.

Chairperson Shah asked why there were “no” votes when this item was reviewed by the Oak Park RAC. Nick responded that one RAC member disliked gates and therefore did not want to approve the item. The other no vote was from a member who wanted more cost information on the proposed improvements. Nick explained that this detailed cost information would be provided to the RAC at their next meeting.

Ron Emslie commented that poor management at the complex was the real issue.

Claira McKeithern commented that poor management is a constant issue and the fact that public comment is limited is also an issue.

The Commission voted to recommend approval of the Owner Participation Agreement between the Housing Authority and Redevelopment Agency for Safety and Security Improvements at the Oak Park Duplex Development. The votes were as follows:

PUBLIC HEARING

6. 2008 Public Housing Authority (PHA) Plan for the Housing Authority of the City of Sacramento and the Hosing Authority of the County of Sacramento, submission of the PHA plan to the Department of Housing and Urban Development; Certification of Compliance

Chairperson Shah opened the public hearing for this item.

Nick Chhotu, Housing Authority Assistant Director, presented the item.

Chairperson Shah thanked Housing Authority staff for their work in advance with Legal Services staff.

Mary Liz Paulson, Housing Authority Assistant Director, thanked staff who worked on the report including Lira Goff, Colleen Clark, and Tanya Tran.

Gale Morgen, president of the Resident’s Advisory Board, indicated that they had received support from the residents that were consulted about the plan.

Sophia Seravia from Legal Services of Northern California also thanked SHRA staff for their help with the review of the document. She commented that there were still two areas of concern that they will continue to monitor: 1) the language access issue, and 2) the subsidy standard.

Commissioner Stivers asked if Legal Services is aware of any languages that SHRA staff needs to pay more attention to in their documents and outreach. Ms. Seravia indicated that she was not aware that SHRA was missing any languages in their outreach.

Commissioner Hoag asked for a clarification on the rules relating to live-in aides which Mary Liz Paulson provided.

The Commission voted to close the public hearing and recommend approval of the 2008 Public Housing Authority (PHA) Plan for the Housing Authority of the City of Sacramento and the Hosing Authority of the County of Sacramento, submission of the PHA plan to the Department of Housing and Urban Development and Certification of Compliance.

The votes were as follows:

INFORMATION ITEM

7. City Housing Element Update

Emily Halcon, Management Analyst from the Housing and Community Development Division, presented the item.

Commissioner Burruss suggested that accessibility and linkages to public transportation need to be addressed in the plan. He also suggested that, in order to encourage sustainable development, communities such as Riverlake in the Pocket area be required to build a larger portion of affordable housing than they currently do.

Commissioner Hoag asked about the statistic related to homeownership. Emily clarified that 13% of the individuals in the area can afford a home, and 47-48% of the units are owner occupied.

Chairperson Shah commented that information about sustainable development seems to belong in a longer term document such as the general plan rather than the housing element which is only a five year document. He also indicated that he supports the integration of various levels of incomes within a development.

Commissioner Stivers indicated that he supports the implementation of the City’s rental housing inspection ordinance to encourage the rehabilitation of units without public subsidy. He also indicated that he supports the themes included in the housing element.

John Foley from Sacramento Self Help housing expressed concern that housing options that will be available to the poor will be limited. He said that he supports the City adopting an ordinance similar to the County’s in terms of extremely low income housing production.

Commissioner Stivers asked for an update on proposed changes to the City’s inclusionary housing policy.

Cindy Cavanaugh, Assistant Director, indicated that the discussion about improving homeownership outcomes has been removed from the inclusionary housing discussion and will be discussed and reported on separately before the end of the year.

Cindy indicated that there will be an overall review of inclusionary housing within the housing element discussion. Staff anticipates that the Commission will discuss this in January 2008 and another housing element stakeholder meeting will occur prior to the end of the year.

WORKSHOP

8. 2008 Budget Workshop – Housing and Community Development Division

Lisa Bates, SHRA Deputy Director, presented a PowerPoint presentation which showed an overview of the budget for the Housing and Community Development Division.

Commissioner Coriano asked if there is adequate funding for the projects included in the presentation. Lisa indicated that there is.

Commissioner Burruss asked if downtown developers have the same inclusionary standard as in the new growth areas. Lisa indicated that they do not have the same requirement in the downtown that they do in the new growth areas.

Chairperson Shah commented that 1) MHSA funds should be a strategic element on its own, 2) Agency should be watchful of the foreclosures that are occurring now, 3) he would like an update on the 65th Street Station Block Project.

EXECUTIVE DIRECTOR'S REPORT

Anne Moore, SHRA Executive Director, reviewed the event calendar and commented that she and Cyril Shah were able to visit former Commissioner Sam Burns.

ITEMS AND QUESTIONS OF COMMISSION MEMBERS

Chairperson Shah encouraged individuals to be more engaged in meetings in their communities – possibly by joining the Redevelopment Advisory Committee – so that they feel more a part of the process.
