ROLL CALL

 

The Sacramento Housing and Redevelopment Commission meeting was called to order at 6:00 p.m. by Chair Shah.

 

PRESENT:    Burns, Burruss, Chan, Coriano, Fowler, Gore, Hoag, Piatkowski, Shah, Stivers, (One Vacancy).

 

ABSENT:       None

 

APPROVAL OF AGENDA   

 

Agenda approved as submitted.

 

1.                APPROVAL OF ACTION SUMMARY SYNOPSIS

 

The action summary for April 4, 2007 was approved as submitted.

 

2.                        Citizens Comments

 

Ron Emslie invited commissioners to the seminar being presented by the Sacramento Rental Housing Association on Crime Prevention for Rental Properties on April 11th.

3.            Acceptance of California Cultural and Historical Endowment Grant for the Locke       Boarding House 

 

            The Commission voted to recommend approval of the staff recommendation for the             consent calendar item listed above. The votes were as follows:

           

AYES:             Burns, Burruss, Chan, Coriano. Fowler, Gore, Hoag, Piatkowski, Shah, Stivers.

                                               

            NOES:            None.

 

      ABSENT:       None.

 


BUSINESS

 

4.                  Approval Of Tax-Exempt Bonds And County HOME And Housing Trust Fund Loan For Pinewood Apartments

 

            Richard Marsh of the Housing Policy and Development Division presented the item which             recommends approval of Tax-Exempt bonds, County HOME and Housing Trust         Funds for Pinewood Apartments located on Morse Avenue in Sacramento.

 

            Commissioner Burns asked about long-term oversight of the property. Staff   responded that long term management is required by the bond regulators and the             State. The Agency’s portfolio management department has staff assigned to monitor multi-family projects as well.

 

            Commissioner Burruss asked whether tenants are noticed about inspection of the    property. Staff confirmed that they are given proper notice.

 

            Commissioner Fowler asked how maintenance issues are handled. Staff responded           that “fix it” notices are sent out and staff will increase the number of maintenance             checks on the site if they deem it necessary until the problem is resolved.

 

            Commissioner Shah asked about public transportation at this location. Staff responded that the project is located close to a bus route.

 

            Commissioner Stivers thanked the developer for taking on this project.

 

            Commissioner Chan asked about the general character of the neighborhood. Staff   responded that the area is a mixture of commercial properties, single family homes     and multi-family complexes.

           

            The Commission voted to recommend approval of the staff recommendation for the             Pinewood Apartments project.  The votes were as follows:

           

AYES:             Burns, Burruss, Chan, Coriano. Fowler, Gore, Hoag, Piatkowski, Shah, Stivers.

                                               

            NOES:            None.

 

      ABSENT:       None.

 

5.                  Approval Of Tax-Exempt Bonds For Logan Park Apartments

 

            Steve Lierly of the Housing Policy and Development Division presented the item which             recommended approval of tax-exempt bond funding for Logan Park Apartments        located on Palm Avenue in Sacramento.

 

            Commissioner Burruss asked about the reason for the dilapidation at the complex.   Staff indicated that the complex is not overly dilapidated – just somewhat deteriorated           due to normal wear and tear. The rehabilitation proposed will upgrade the current        conditions.

 

            The Commission voted to recommend approval of the staff recommendation for the             Logan Park Apartments Project.  The votes were as follows:

           

AYES:             Burns, Burruss, Chan, Coriano. Fowler, Gore, Hoag, Piatkowski, Shah, Stivers.

                                               

            NOES:            None.

 

      ABSENT:       None.

 

6.         Pass for Publication Ordinances to Comply with Senate Bill 53 and 1809 in all City   Redevelopment Areas

 

7.            Pass for Publication Ordinances to Comply with Senate Bills 53 and 1809 in All        County Redevelopment Areas

 

            Sarah Hansen from the Community Development Division presented items 6 and 7 together which recommend approval of ordinances to comply with Senate Bills 53 and           1809 in all City and County redevelopment areas.

 

            Commissioner Fowler asked if the ordinances change any of the redevelopment area             requirements. Staff responded that the ordinances do not change anything relating to           the redevelopment areas – they simply bring them into compliance with current laws.     

            The Commission voted to recommend approval of the staff recommendation for the             SB53 and SB1809 Ordinances item listed above. The votes were as follows:

           

AYES:             Burns, Burruss, Chan, Coriano. Fowler, Gore, Hoag, Piatkowski, Shah, Stivers.

                                               

            NOES:            None.

8.            Approval of Agency Loan for the Martin Luther King Village Apartments Project  -

            City Report

 

 

 

 

9.            Approval of Agency Loan for the Martin Luther King Village Apartments Project  -      County Report

 

            Alan Saunders of the Housing Policy and Development Division presented the item which recommends approval of the Martin Luther King Village Apartment project      proposed by Mercy Housing.

 

            Commissioner Burruss asked about mitigation measures for the day workers who tend       to congregate in the area and the market that sells alcohol.

           

            Chris Pahule from the Community Development Division commented that there is a group working on this issue and that SHRA staff will continue to monitor this problem       as well.

 

            Steven Dawes from Mercy Housing commented that there is a soundwall being         constructed as part of this project to shield it from the freeway. He also explained that             there is an access road that will be constructed as part of this project in response to a     question from Commissioner Coriano.

 

            Commissioner Coriano asked about the project cost. Steve Dawes commented that            this project is slightly higher in cost due to the specialized nature of the construction.

 

            Commissioner Fowler asked about transit service to the site. Staff explained that there        is a bus route on Martin Luther King Blvd.   

 

            The Commission voted to recommend approval of the staff recommendation for the             Martin Luther King Village Apartment project. The votes were as follows:

           

AYES:             Burns, Chan, Fowler, Gore, Hoag, Piatkowski, Shah, Stivers.

                                               

            NOES:            Burruss, Coriano.

 

      ABSENT:       None.

 

WORKSHOP

 

10.       Mixed Income Housing Ordinance

Commissioner Fowler assumed the chair position for this item and for the remainder of the meeting.

 

Cindy Cavanaugh and Emily Halcon of the Housing Policy and Development Division presented the power point regarding the Mixed Income Housing ordinance.

 

John Foley from Sacramento Self Help Housing recommended that inclusionary housing be expanded citywide. He recommended more housing options for extremely low income individuals and hoped that this discussion can continue. He also indicated that he is supportive of the proposed changes to the homeownership policy. Commissioner Fowler suggested that written comments might be helpful on this matter.

 

Commissioner Stivers asked about the timeline for the bigger picture discussion for this item. Cindy Cavanaugh responded that they plan to start immediately on this discussion.

 

Commissioner Stivers asked about the public participation process for the amendment to the mixed income ordinance. Greg Sandlund from City Planning explained that he would be returning to the commission on May 2nd to discuss this issue.

 

Commissioners Burruss and Coriano requested that, during the housing element process, the City pay particular attention to the siting of housing for extremely low income individuals.

 

EXECUTIVE DIRECTOR'S REPORT

 

Laurie Weir presented the Executive Director’s report for Anne Moore.

 

Reports relating to follow up on issues at the Shasta Hotel, the Quarterly Community and

Housing Development Report, and the 5H/Section 32 reports were distributed to the

Commission.

 

Laurie indicated that a report on the Enterprise Zone statistics would be distributed to the

Commission in May.

 

Laurie reviewed the upcoming calendar of events which included: the Rebuilding Together

work day on Saturday April 28th from 8-4 in the Meadowview Community.

 

Finally, Laurie indicated that the repairs to the Housing Authority property on Sumac in Oak

Park would be completed by August.

 

ITEMS AND QUESTIONS OF COMMISSION MEMBERS

 

Commissioner Hoag asked if the Housing Authority is planning to sell any property to the Sheriff’s department. LaShelle Dozier responded that this is not currently planned.
