Sacramento Housing and Redevelopment Commission

April 4, 2007

 

ROLL CALL

 

The Sacramento Housing and Redevelopment Commission meeting was called to order at 6:05 p.m. by Chair Shah.

 

PRESENT:    Burns, Burruss, Chan, Coriano, Fowler, Gore, Hoag, Piatkowski, Shah, (One Vacancy).

 

ABSENT:       Stivers.

 

APPROVAL OF AGENDA   

 

Agenda approved as submitted.

 

1.                APPROVAL OF ACTION SUMMARY SYNOPSIS

 

The action summaries for March 7, 2007 and March 21, 2007 were approved as submitted.

 

2.                        Citizens Comments

 

Three residents of the Shasta Hotel - Rodney Ceasara, Gordon Gala, and Don Gonzales complained about the current management, crime, and structural issues at the Hotel. Anne Moore, SHRA Executive Director, indicated that staff will investigate the complaints and report back to the Commission. Commission Fowler suggested that signs be installed so that residents can call in anonymous tips to the Police Department. Commission Coriano asked what the Agency’s involvement is in the Hotel. Nancy Conk said that an Agency staff member is on the management board of the Hotel. Jim Hare indicated that staff has known of the issues for a few months and has already begun an investigation into the situation. Commissioner Burns requested a report back on the Hotel and asked for clarification on what the Commission’s role is in these types of developments.

4.                  Small Business Enterprise Report

 

The Commission voted to recommend approval of the staff recommendation for consent calendar item number three. The Clerk noted that item number four was informational only and did not require a vote. The votes were as follows:

           

            AYES:             Burns, Burruss, Chan, Coriano. Fowler, Gore, Hoag, Piatkowski, Shah.                                  

            NOES:            None.

 

      ABSENT:       Stivers.

 

SPECIAL PRESENTATION

5.           CRA Award for Phoenix Park – Nancy Conk

Nancy Conk introduced the video for the CRA Award of Achievement recently presented to Phoenix Park by the California Redevelopment Association.  Commissioners congratulated staff on receiving the award. Commissioner Fowler recommended that a press release be distributed about this award.

 

WORKSHOP

a.                  Overview of existing affordable housing financing and developer fee policies

Jim Hare of SHRA reviewed a power point presentation that summarized the Agency’s current affordable housing finance and developer fee policies. Commissioner Burns expressed appreciation to the staff for the policy clarification and information provided. Commissioner Chan inquired about the typical size of the developments that we assist. Jim indicated that we do not typically assist projects under 20 units in size using bond financing.  Commissioner Coriano asked about the availability of funds for transit oriented residential projects. Anne Moore indicated that staff is pursuing these funds. Commissioner Coriano asked about the definition of “reasonable profit”. Laurie Weir of SHRA indicated that this is defined by the State. Commissioner Burruss mentioned that City and County fees are extremely high for these projects and inquired whether there is a way to reduce these fees. Jim Hare indicated that the City and County do have programs to reduce permit fees for affordable housing. Commissioner Fowler asked about standards for appraisals. Laurie Weir indicated that there are very strict standards for appraisals set by the state. Commissioner Shah asked how affordability is calculated and also why there seem to be more non-profits that are awarded the 9% tax credit projects. Jim Hare indicated with a larger public subsidy, staff likes to see a higher level of affordability in the project. The location of the project and needs in the area also has a lot to do with the affordability level. Non-profit housing developers have more experience with the 9% tax credit projects which is why there are more of them that compete at that level.  

 

EXECUTIVE DIRECTOR'S REPORT

 

Anne Moore reviewed the upcoming calendar of events which included: SHRA Crime

Prevention Workshop – April 10th 9-12, the Rebuilding Together work day on Saturday

April 28th from 8-4 in the Meadowview Community, the Oak Park Market demolition and site

preparation kick off on April 14th, and the Walnut Grove Safety center expansion ribbon

cutting, also on April 14th.  Anne also noted that on April 9th all Commissioners have been

invited to a meeting of all City Commissions involved in development.

La Shelle Dozier’s legislative update was deferred until the next meeting.

 

Anne noted that a copy of the Resident Advisory Board newsletter was also distributed to

each Commissioner.

 

ITEMS AND QUESTIONS OF COMMISSION MEMBERS

 

Commissioner Shah indicated that Commissioner Coriano would be attending a NAHRO

conference as the Commission’s representative.

As there was no further business to be conducted, Chair Shah adjourned the meeting at
