SPECIAL PRESENTATIONS (5:30-6:00pm)

 

Staff and Commissioners honored Karolyn Simon for her years of service on the Commission and welcomed new member Bill Chan.

 

ROLL CALL

 

The Sacramento Housing and Redevelopment Commission meeting was called to order at 6:05 p.m. by Chair Shah.

 

PRESENT:    Burns, Chan, Fowler, Gore, Hoag, Piatkowski, Shah, Stivers, (One Vacancy).

 

ABSENT:       Burruss, Coriano.

 

APPROVAL OF AGENDA   

 

Agenda approved as submitted.

 

APPROVAL OF ACTION SUMMARY SYNOPSIS

 

1.         Commissioner Shah read a change to the February 21, 2007 action summary           synopsis into the record, and the document was approved as amended.

 

Citizens Comments

 

2.                              Ron Emslie commented on the price that SHRA was proposing to pay for the purchase of         the Goodwill site and distributed a map of other sites in the area that are not        developed.

           

            Rebecca Hipilido questioned the proposal to allocate funds to renovate Housing Authority   owned units (item number three) and asked when the Housing Authority owned property    that she lives in will be renovated.  Staff indicated that this would be discussed after             the next item was presented.

           

             

 

 

 

 

 

BUSINESS

 

3.         Transfer of Housing Authority Properties to Non-profit Organizations Currently

            Providing Transitional Housing Services.

 

            Nick Chhotu from the Housing Authority presented the item which requests authority to         transfer Agency owned property to three non-profits that are currently using these        properties for transitional housing. Nick indicated that representatives from the three        non-profits (Sacramento Area Emergency Housing, Lutheran Social Services, and    Volunteers of America) were present at the meeting should the commissioners have            questions.

 

            Commissioner Stivers asked whether there is a deed restriction on the property. Nick          Chhotu replied that there is a restriction on the property that would prohibit any use     other than the current transitional housing use for 10 years.

 

            Commissioner Chan asked about the zoning on the property. Staff replied that the    zoning is residential and no change to the use of the property is expected.

 

            Rebecca Hipilido reiterated her statement about the use of funds on these properties.

            Anne Moore responded that these properties are not eligible for the HUD funds         typically used on Housing Authority owned properties. Once these properties are           transferred, the Housing Authority will no longer be financially responsible for their          upkeep which will be of financial benefit to the Authority in the long run.

 

            The Commission voted to recommend approval of the staff recommendations for the           transfer of housing authority properties to non-profit organizations. The votes were as     follows:

           

            AYES:             Burns, Chan, Fowler, Gore, Hoag, Piatkowski, Shah, Stivers.

 

            NOES:            None.

 

      ABSENT:       Burruss, Coriano...

 

4.         Approval of Tax Exempt Bonds, Agency Loan, and Fee Reduction for Natomas

            Family Apartments

           

            Joel Riphagen of the Housing Policy and Development division presented the item   which recommends Agency assistance for the    development of 135 affordable units at      the Natomas Family Apartment complex.

 

            Commissioner Hoag asked about the amount of the Agency loan and the term. Joel             Riphagen responded that this is a fully repayable Agency loan of $1,200,000.

 

            Rebecca Hipilido asked what the income is for a very low income family. Joel            Riphagen responded that a very low income family earns 50% of the area median          income, which for a household size of one is $22,900.

 

            The Commission voted to recommend approval of the staff recommendations for      Tax Exempt Bonds, Agency Loan, and Fee Reduction for Natomas   Family             Apartments.   The votes were as follows:

           

            AYES:             Burns, Chan, Fowler, Gore, Hoag, Piatkowski, Shah, Stivers.

 

            NOES:            None.

 

      ABSENT:       Burruss, Coriano...

 

EXECUTIVE DIRECTOR'S REPORT

 

Anne Moore reviewed the upcoming calendar of events and staff distributed a memo

updating the commission about the status of the fire damaged property on Sumac Street in

Oak Park .

 

Anne updated the group on the status of development on the Made Rite site in Oak Park.

 

ITEMS AND QUESTIONS OF COMMISSION MEMBERS

 

Commissioner Shah asked other commissioners if they would like to have an extra day to review reports if possible. Commissioner Fowler indicated that he did not need to receive materials early. Staff will follow up with the remaining commissioners.

 

Commissioner Chan thanked the group for the welcome and briefly introduced himself to the group.

 

Clara McKeithern, resident of Oak Park, spoke about her frustration with the slow development of the properties owned by Kevin Johnson.

As there was no further business to be conducted, Chair Shah adjourned the meeting at
