ROLL CALL

 

The Sacramento Housing and Redevelopment Commission meeting was called to order at 6:00 p.m. by Chair Gore.

 

PRESENT:      Burruss, Coriano, Fowler, Gore, Hoag, Piatkowski, Simon, (One Vacancy).

 

ABSENT:         Burns, Shah, Stivers

 

 

APPROVAL OF ACTION SUMMARY SYNOPSIS

 

1.         August 2, 2006 – Approved, as amended to correct typographical errors.

2.                  Mary Liz Paulson, Assistant Director of HCV, SHRA introduced Trina Shereendel, a

graduate of SHRA’s 2-year office management training program, and now an employee of SHRA since October 2004.  Mary Liz wants to continue to bring faces before the Commissioners so they can see SHRA‘s training program in action. 

 

 

BUSINESS

 

3.                  Request for Proposals for 3417 and 3421 Marysville Boulevard

 

Marti Brown, Redevelopment Planner, provided an overview of the project which is the development of three vacant parcels located on Marysville Boulevard between Nogales Street and Los Robles Boulevard in the Del Paso Heights Redevelopment Project Area.  The development site includes two Redevelopment Agency-owned properties and one privately-owned by Well Fargo Bank totally 1.27 acres.  It is envisioned that the eventual project will compliment the adjacent Del Paso Heights Medical Center with uses such as dental offices, vision clinic, etc. 

 

Marti Brown pointed out that Exhibit A in Section 1 of the Resolution should read Attachment II.

 

The Commission approved the staff recommendation to release a Request for Proposals for the development, convene a selection committee to review the proposals and recommend a development team for approval of an Exclusive Right to Negotiate Agreement.  SHRC Resolution #06-021.

4.         $1,638,000 Agency Loan:  Acquisition and Rehabilitation of Washington Square III and

            Sherwood Court Apartments

 

Sheri Smith, Housing Finance Analyst, provided an overview of the staff report which recommends an Agency loan of $1,638,000 for the acquisition and rehabilitation of Washington Square III (40 units) and Sherwood Court (14 units) Apartments.  Both are HUD 236 projects, with project-based Section 8 for all combined 54 units.  These units of affordable housing are at risk of converting to market rate if Community Housing Opportunities Corporation (CHOC) is unable to acquire the property before the purchase and sale agreement expires on September 30, 2006. 

 

Commissioner Burruss wanted to know what would happen if the 9% Tax Credit was not received by CHOC.  Lisa Bates stated that the staff report would be revised before going to the City Council on September 5th to reflect what would happen if CHOC did not receive the 9% Tax Credit.

 

Commissioner Simon and Paul Ainger, Housing Development Director for CHOC, had a discussion about the short time frame for acquisition.

 

The Commission approved the staff recommendation to execute a loan commitment and related loan agreements with CHOC to preserve 54 units of affordable housing in the Alkali Flat Redevelopment Area.

Commissioner Coriano stated he was abstaining from voting because he was an Officer of

CHOC.

5.   Presentation of Plymouth Housing Group Video

EXECUTIVE DIRECTOR’S REPORT

 

Lisa Bates was filling in for Anne Moore who was on vacation.  Lisa stated that September would be a busy month.  Surreal Estates, an 11 unit development in North Sacramento, built by Self Help Method with Artists, is nearing completion and planning a ceremony in mid-September.

 

Mims Hagginwood Community Center is nearing completion and a grand opening ceremony will be held on Saturday September 30th.

 

A Lighting Ceremony on Del Paso Boulevard, which will unveil the first streetscape improvements between Arden and El Camino streets, is planned for mid-September.

 

 

ITEMS AND QUESTIONS OF COMMISSION MEMBERS

 

Commissioner Simon requested that the Commission meeting be adjourned in memory of Hank Fisher who served on the Commission for many years. 

 

Chair Gore recognized Nancy Abeels, Agency Clerk’s last Commission meeting, and thanked her for her help and service.

 

As there was no further business to be conducted, Chair Gore adjourned the meeting at

6:20 p.m. in memory of Hank Fisher.
