ROLL CALL

 

The Sacramento Housing and Redevelopment Commission meeting was called to order at 6:00 p.m. by Chair Gore.

 

PRESENT:    Burns, Burruss, Coriano, Fowler, Gore, Hoag, Piatkowski, Shah, Simon, (One Vacancy).

 

ABSENT:       Stivers.

 

APPROVAL OF ACTION SUMMARY SYNOPSIS

 

1.         June 21, 2006 – Approved, as amended, to show a vacant Commissioner     position; some typographical errors, and identification of the speaker on Page 4,        Paragraph 7.

BUSINESS

 

 3.  Special Presentation by Paul Lambros, Executive Director of Plymouth Housing Group,

      (Seattle, Washington), regarding Single Room Occupancy (SRO)

 

Mr. Lambros referred to a handout that was provided to the Commission about the affordable

housing properties owned and managed by the Plymouth Housing Group.  He discussed the

collaborative efforts between the City of Seattle, the business community and other social

service agencies that provide support to the Plymouth Housing Group.  He explained how the

Plymouth Group originally got started back in 1980 when Seattle had a large number of boarded

up SROs in the downtown area.  He said the Plymouth Housing Group began creating set aside

agreements with other agencies to provide services to the homeless and discussed how they

worked with the Housing Authority for the City of Seattle on housing projects. 

 

Mr. Lambros referred to a Plymouth Housing Group video, and the Commission requested that

the video be shown at the next Commission meeting.

 

4.  Condo Conversion Report

 

Cindy Cavanaugh requested comments from the Commissioners about the staff report.  She

said this item was an informational report, and clarified that the SB 1676 (Ducheny) was not

defeated on the Assembly floor, as stated in the report, that it is still “alive” and that AB 2562,

the Saldana Bill mentioned in the report is actually AB 2464, not AB 2562.  She said both of the

Saldana Bills are “stagnant” at this point in time.  She said the condo market is heating up in the

Sacramento area and the perception is that the City’s ordinance is more difficult than the

County’s.

Karolyn Simon expressed concern about the marketing of condominium housing versus the

marketing of rental housing in Sacramento.

 

Tom Burruss felt there should be some sort of trigger mechanism created to avoid converting

rental housing to condominiums.

 

Sam Burns mentioned the lack of firewalls in some apartment complexes that would prevent

them from being converted to condominiums and cautioned that the Agency should be very

careful in how it supports the condominium issue in the city.

 

Anne Moore, Executive Director, said the Agency is participating in the policy discussions for

this item at the City and the County level and that there will be a follow-up report prepared jointly

by the City and County Planning Departments in the future.

 

Cindy Cavanaugh introduced Erik deKok from the City’s Planning staff who was present in the

audience and who has been working on this issue for the City.

 

Chair Gore then called for comments by the public on this issue.

 

Ethan Evans, Executive Director, Sacramento Housing Alliance, said he was pleased to see

Agency staff taking on a proactive role on this issue, and said he felt it would be worthwhile to

give this report to the Board of Supervisors since the current structure at the County does not

track the number of condominium conversion applications.

 

Roy Fowler said that homeowner association fees should be carefully identified for condo

conversion projects.

 

EXECUTIVE DIRECTOR’S REPORT

 

La Shelle Dozier, Director of Housing Operations, discussed her presentation last evening before the Board of Supervisors on the Housing Authority budget issues.  She clarified some information about the article that was in the Sacramento Bee today, and said that staff is working with CSG consultants to focus on putting together a structure that can be implemented right away in light of the October 2006 HUD deadline for decentralizing project funding for the Housing Authority.  She said staff has received approval from HUD on the County grouping sites, but is still awaiting approval for the City’s grouping.  La Shelle commented that she recently attended a housing conference and that many of the housing authority properties across the county are pushing back and telling HUD that the October 2006 deadline is unrealistic for implementation of their new program.  She announced that staff has two pilot sites up and running at River Oaks and at Oak Park.

 

Chair Gore asked some questions about fair housing issues and how this would be affected under the new program.

 

Anne mentioned that the Commissioners had recently received a report on the monthly update of the 5h Section 32 Program, and commented that the Agency is making progress on rehabbing some of the properties.  She said that one of the homes recently sold.  She said staff would like to have a “welcome to the neighborhood” type of

success story covered by the media to show an example of a success story under the program.

 

Anne said that she and Cindy Cavanaugh recently met with the Criminal Justice Cabinet last Thursday to present the 10-Year Plan to End Chronic Homelessness, and that they are supportive of the plan.  She also mentioned that she would going to Portland, Oregon this Friday to visit with the Richard Harris, Executive Director of the Central City Concern (similar to Plymouth Housing Group) & that it is anticipated that Mr. Harris will be in Sacramento at the end of September when the 10-Year Plan goes before the City Council and the Board of Supervisors.

 

Anne reminded the Commission that the August 2nd Commission meeting will be held at the YWCA & that an SRO tour of Pensione K will follow at the conclusion of the meeting.  She said the Plymouth Housing video will also be shown at the August 2nd meeting.

ITEMS AND QUESTIONS OF COMMISSIONERS

 

Commissioner Hoag raised the issue of the washer/dryer revenues and said since the new contract wasn’t signed until March 2006 for implementation effective February 2006, that the monies generated in December 2005 and January 2006 should be given to the residents.

 

Anne said she would followup on the issue, and commented that this is part of the budget situation that the Agency is facing. 

  

Commissioner Hoag also mentioned the delay in getting monies to the resident committees.  Mary Liz Paulson, Assistant Director of HCV & Applications,  said staff has made a change in how they are working with the resident committees, and that resident committees now operate under the umbrella of the Resident Advisory Board (RAB).  She explained that the funding passes from the housing authority to the RAB and from the RAB to the resident committees.  She said the resident committee should make their requests to the RAB for funding certain resident activities.

 

Commissioner Hoag said it would be nice if the Agency would reinstitute the “Second Hand Rose” dinner for the residents.

 

Leoma Lee, Secretary of the RAB, gave an explanation of how the RAB receives funding requests from the committees, and she invited Commissioner Hoag to attend the RAB meeting scheduled for this Friday at 1 p.m.

Tom Burruss asked about Harrassment training for Agency employees, & Anne responded that the Agency has already held harassment training classes for employees.

 

As there was no further business to be conducted, Chair Gore adjourned the meeting at 7:12 p.m.
