3. Adoption of the 2005 One-Year Action Plan (Action Plan) for
the Community Development Block Grant (CDBG), Home Investment Partnership
Program (HOME), American Dream Downpayment Initiatie (ADDI), Housing
Opportunities for Persons with Aids (HOPWA) and Emergency
Shelter Grant (ESG) Programs -- City
4. Adoption of the 2005 One-Year Action Plan (Action Plan) for
the Community Development Block Grant (CDBG), Home Investment Partnership
Program (HOME), American Dream Downpayment Initiatie (ADDI), Housing
Opportunities for Persons with Aids (HOPWA) and Emergency Shelter

The Commission recommended approval of the
action plan with the following modification:
Include funds to provide fair housing education
and outreach, including affordable housing education.
These items are scheduled for City Council on
November 4, 2004 and Board of Supervisors on November 9, 2004.

5. Appropriation
of $1,980,000 in North Sacramento Tax Increment Funds and Authority to
Execute Individual Project Agreements for Phase I of the Del Paso
Boulevard Streetscape Improvement Project
The Commission recommended approval of the
appropriation of funds and agreements.
This item is scheduled for the City Council on
November 4, 2004.

EXECUTIVE DIRECTOR’S REPORT
a. The
Agency received a $450,000 Grant to assist in the restoration of the Locke
Boarding Housing.
b. The Agency received a $2,000,000 Brownfield and Economic
Development Incentive (BEDI) Grant from HUD for the Globe Mills project.
c. There will be a grand opening of Ping Yuen complex on
Tuesday, November 9, 2004.
d. We will be celebrating the transfer of land in Locke to
the building owners on Saturday December 11, 2004.
e. The Mayor’s Downtown Charette will be on Saturday,
October 23, 2004 on the - K Street Mall.
f. There will be a groundbreaking ceremony for Serna
Village on November 15, 2004.
g. There will be a groundbreaking ceremony for
Surrealstates on Saturday, November 6, 2004.
h. There will be a grand opening of the Dixianne Tot Lot
on Saturday, November 6, 2004.
i. The 18th and L project is back in place through
contributions from various from private sector partners.
j. The Board of Supervisors held a work session on
October 19, 2004 on their Affordable Housing Policy and was continued to
November 3, 2004 at 3:30p.m. Reports on the discussion and the draft
Ordinance were distributed to the Commission.
k. The HCV funding information report will be presented to
the City Council and Board of Supervisors on October 26, 2004. Copies will
be forwarded to the Commission.
l. There will be a retirement celebration for Bev Fretz-Brown
on Thursday, October 21, 2004.
