  • Free professional employment services through “Sacramento Works”

Sacramento’s coordinated employment referral system (Sacramento Works) can refer qualified job applicants who may also provide your business with Enterprise Zone or LAMBRA hiring credits.  Some of these individuals may also provide On-the-Job Training cash reimbursements and federal Work Opportunity Tax Credits.  Contact 916-263-7891

  • Sacramento Business Information Centers (BIC)

Sacramento’s BICs www.swol.org/bic or www.seta.net/careercents/bics

provide services and resources for start-up and existing small businesses.  Services include business information libraries, workshops and seminars, government contract information, one-on-one consultations with qualified professionals, tax incentive information.  BICs are located as part of or in proximity to the Sacramento Works Career Centers which assist in recruitment and pre-screening of job applicants, provide free posting of job vacancies and use of interview facilities.

  • Federal Hiring Credits through Work Opportunity Tax Credits (WOTC)

This program provides federal hiring credits which range from $1,500-$8,500 for employing individuals from targeted groups.  This federal hiring incentive can be coupled with the state Enterprise Zone and LAMBRA hiring incentive.  Businesses not in an Enterprise Zone or LAMBRA can utilize this incentive.  www.edd.ca.gov/wotcind.htm

  • Recycling Market Development Zone (RMDZ)

The RMDZ provides incentives to Sacramento businesses that use secondary materials from the waste stream as feedstock for their manufacturing processes. The RMDZ is administered through the Sacramento County Business Environmental Resource Center at 916-364-4110 or view www.sacberc.org

  • Financing assistance through GROW Sacramento Fund

This fund was established by Sacramento Housing and Redevelopment Agency and Sacramento Municipal Utility District to provide long-term attractive financing to assist small businesses in the City and County of Sacramento.  Funds can be used for acquisition, construction or rehabilitation of a building, leasehold improvement, equipment and long-term working capital.  Contact 916-440-1399 extension 1414

  • Financing assistance through the Commercial Revitalization Program

This program provides storefront improvement assistance to businesses within designated commercial areas. Call 916-440-1328.

  • Sacramento Brownfields Cleanup Revolving Loan Fund

This program provides Sacramento City borrowers with reduced rate financing offered to encourage residential, commercial and industrial redevelopment and eliminate blight.  Call 916-808-7483

  • Sacramento County Business Environmental Resource Center (BERC)

This program provides free and confidential consultation and information on the environmental regulations that apply to your business in Sacramento County.  It has a Permit Assistance Center to help businesses understand and comply with air quality, hazardous materials/waste, wastewater, stormwater and solid waste reductions.  Additionally BERC is a business advocate to help get answers and avoid 1) penalties for non-compliance 2) costly delays 3) the purchase and installation of non-compliant equipment.  Call 916-364-4110 or view www.sacberc.org.

  • Sewer Fee Discounts

The Sacramento Regional County Sanitation District’s Economic Development Treatment Capacity Bank sewer connection credits program provides incentives to encourage economic development within designated neighborhood commercial corridors or industrial areas and create new jobs.  This discounted sewer connection fee program is attractive for major water users such as semiconductor plants, biotech firms and food processors.  The discounts can be used for projects that meet City and County economic development goals for job creation and neighborhood revitalization.  Call 264-2796 for the City program and 874-5265 for the County program.

  • Small Business Enterprise Program

Sacramento Housing and Redevelopment Agency has a Small Business Enterprise Program geared to assist small and very small California businesses to obtain business opportunities at this public agency.  A “small business” is defined as averaging under $5 million in sales over the past 3 years with 50 or fewer employees.  A “very small” business tallies half of those amounts.  Call 916-566-1200.

  • City of Sacramento’s Emerging and Small Business Development Program of the City of Sacramento

These two programs of the City of Sacramento’s Office of Small Business Development are targeted to businesses wanting to do business with the City of Sacramento.  The Small Business Enterprise certification is based upon the State of California, Department of General Services Office of Small Business Certification and Resources standards.  The Emerging Business Enterprise program has definitions in four categories including services, manufacturing, non-manufacturing and construction related businesses; these businesses may be eligible based upon the annual “Gross Receipts” limits which do not exceed one half of the state limits for small business depending upon the industry.  Call 264-6762 or view www.cityofsacramento.org\esbd.  The City’s’ small business certification is accepted by the State of California Department of General Services program

  • State of California Programs/ Percentage Points for EZ/LAMBRA

Procurement with the State of California under the Small Business Certification or Disabled Veteran Business categories is available through www.osmb.dgs.ca.gov.  Additionally, businesses can obtain information about percentage points awarded on state contracts for Enterprise Zone or LAMBRA businesses at this website.
