2008-12 Consolidated Plan Substantial Amendements

On Feb. 13, 2009, Congress passed the American Recovery and Reinvestment Act of 2009 (Recovery Act) at the urging of President Obama, who signed it into law four days later. A direct response to the economic crisis, the Recovery Act had three immediate goals:

  • Create new jobs and save existing ones
  • Spur economic activity and invest in long-term growth
  • Foster unprecedented levels of accountability and transparency in government spending

The Recovery Act intended to achieve those goals by providing $787 billion nationly in:

  • Tax cuts and benefits for millions of working families and businesses
  • Funding for entitlement programs, such as the Neighborhood Stabilization Program, Community Development Block Grant-Recovery and Homelessness Prevention/Rapid Re-Housing and
  • Funding for federal contracts, grants and loans

SHRA administers the following Recovery Act programs on behalf of the City and County of Sacramento: 

  • Neighborhood Stablization Program provided a new infusion of special CDBG funding over and above the annual funding.  The three primary goals of NSP are:  1) returned foreclosed property to ownership as quickly as possible; 2) revitilize neighborhoods; and 3) provide affordable homeownership.

  • Homelessness Prevention and Rapid Re-Housing Program (this program is closed and is not accepting new clients) was a short-term program to Sacramento, which focused on rapidly transitioning households out of homelessness and preventing at-risk households from entering homelessness.
