Choice Neighborhoods Initiative Marina Vista – Alder Grove
U. S. Department of Housing and Urban Development (HUD) Secretary Shaun Donovan announced on November 22, 2013 that the City of Sacramento Housing Authority administered by Sacramento Housing and Redevelopment Agency will receive a $500,000 Choice Neighborhoods Planning Grant. Sacramento is one of only nine communities across the U.S. to receive the funding from a $4.7 million award.
SHRA submitted an application to the United States Department of Housing and Urban Development (HUD) in May 2013 for up to $500,000 in 2013 Choice Neighborhoods Initiative Planning Grant funds to assist in the development of a Neighborhood Transformation Plan for the revitalization of the Marina Vista and Alder Grove public housing communities. The proposed Plan would redevelop the existing fully occupied complexes to create 751 public housing replacement units in vibrant mixed-use and mixed-income communities serving households with a wide range of incomes.
HUD’s Choice Neighborhoods Initiative (CNI) Planning Grant expands the reach of the HOPE VI program which focused on improving severely distressed public housing. The strategy developed under the CNI Planning Grant incorporates current or future revitalization planning efforts in surrounding neighborhoods and former redevelopment areas. The grant is intended to help communities develop a comprehensive Neighborhood Transformation Plan (NTP), identify strategic investment opportunities for renewal of these properties complementary to the surrounding area, and develop the necessary partnership support for the plan to be successfully implemented.
Planning grant applicants must focus on the revitalization of severely distressed public and/or HUD assisted housing in high-poverty neighborhoods. For the application, SHRA is using the same neighborhood boundaries as approved by the Housing Authority of the City Board . The proposed Planning Area Boundary meets application threshold requirements for determining neighborhood eligibility. Additionally, given the size of the public housing communities (over 60 acres combined), their location and proximity to a key commercial corridor (Broadway), as well as to downtown Sacramento, these communities provide the greatest opportunity for redevelopment and revitalization of both the housing developments themselves and the surrounding neighborhood.
The NTP developed through the Choice Neighborhoods Planning program will complement and draw upon existing planning and design efforts of the adjacent Northwest Land Park Planned Unit Development and will be created in partnership with existing community residents, local stakeholders and partner organizations who will provide technical expertise to various aspects of the plan including but not limited to urban design, education and youth empowerment, food access, transportation and mobility, services and employment.
Sacramento is the only Housing Authority in California to receive the grant which will be used to augment the nearly $1 million in other public and developer funds previously allocated for development of the NTP.The grant could provide a significant financial benefit for the City by leveraging millions of dollars in other public and private funds. As part of an approved implementation plan, those funds would be used to revitalize and integrate public housing into a mixed income development affordable to a range of income levels. The planning process is estimated to take 18-24 months.
